(Inspire, Debate, Engage, and Accelerate Action)is an advisory service that providesinnovative ideas and a space for interdisciplinary research, debate and collaboration on coreCommission priorities and reportsdirectly to the President of the European Commission.(1)Inparticular, I.D.E.A. offers inspiration, strategic analysis and policy advice on theheadlineambitions of the President’s Political Guidelines.Toprovide moreeffectiveadvice,I.D.E.A.isgradually transforming intoPolicy Planning Staff (PPS)and until the new mandate is adopted,I.D.E.A. (PPS) will continue to provide efficient support to the President and her Cabinet. ii)Operating context Theglobal landscapeis rapidly evolving and becoming more challenging, which requires anEUthat acts with unity, urgency and ambitionacross different policy domains.From the continuingRussianaggression against Ukraine tomajor geopolitical and economicshifts,there isacontinuous need to reflect on how the latter and other challenges intersect and affect Europe.Hence, I.D.E.A. (PPS) willkeepcontributingwith anticipatory analysisonthe effects of externaland internal contexts on our society, economy and security. As a Presidential service, in 2026, I.D.E.A. (PPS) willdevote particular attentionin supportingthedeliveryof the Political Guidelines of the President,namely by contributing to thegeopolitical,democracy,competitiveness,green,simplification,digital and socialagendas.In 2026, I.D.E.A. (PPS) will continue to monitor and support the implementation ofconcretedeliverablesset bythe2026Commission Work Programme. iii)2025-2029 strategic outlook I.D.E.A. (PPS) will continue theimplementation of its multiannual strategic planning for the2025-2029 periodbyproviding timelystrategic analysis and policy adviceon thePresident’spriorities.I.D.E.A. (PPS) willfollow closely the transformations underway in the EU and the world,andwill provideinsights on trends,developmentsand potential EU actionondifferent fields. During the 2025-2029 period, I.D.E.A. (PPS), as a Presidentialservice,will continue to support thePresident and her team on the preparation and/or implementation of concrete,-short, mediumand long-term–initiativesand objectives.I.D.E.A.(PPS)is contributingto the seven headlineambitions, but the overarching objective of its strategic plan
