A rising focus on competitiveness hasproduced a record of positive economic growth and pockets ofprosperity. India now stands as the fifth-largest economy in theworld. However, the uneven distribution of economic gains acrossregions and individual citizens has only served to highlight theneed for a broader agenda aimed at inclusive growth and socialprogress. Income growth has been concentrated in a small numberof individuals and regions. And, despite significant investments ininfrastructure and social services, India stands in the 102ndpositionamong 149 countries in the 2019 Social Progress Index. Goingforward, India’s progress should not be measured simply by itsachievement of a certain level of economic growth, but whetherIndia can realize its extraordinary potential when growth is sharedacross the widest number of individuals, and addressing India’smost pressing social progress challenges. True success requires the integration of improving competitivenessand social progress, which is the combination that unlocksinclusive economic growth. THE 2018 LAUNCH OF THE“ASPIRATIONAL DISTRICTS”PROGRAM (ADP) HAS BEENA BOLD AND PROMISINGSTRATEGIC STEP TOWARDSTHIS NEW AGENDA. THEREHAS BEEN A LONGSTANDINGFOCUS IN INDIA ON THE LEASTDEVELOPED REGIONS ACROSSTHE COUNTRY. Yet, ADP marks an important shift from pursuing economic growthper se to focusing on achieving meaningful social progress ADPbenchmarks in 112 less developed Indian districts, and enablespartnerships among states in driving success. The program focuses on practical and measurablesocial progress outcomes, includingHealth and Nutrition, Education,Agriculture and Water Resources,Financial Inclusion, Skill Development,and Basic Infrastructure. Each ofthese are critical to expanding sharedprosperity among all citizens. is utilized to enhance the success ofindividual initiatives. Though still at an early stage, thefinding are highly encouraging.Almost all districts included in theADP program have made progresson key development parameters ascompared to the baseline, and areperforming significantly better todaythan they were before the programmewas initiated. Particularly notable aregains in Health and Wellness, andBasic Infrastructure. The ADP seemsto not have simply maintained thedistricts along a pre-existing trajectorybut materially improved the rate ofimprovement. By targeting a set of important butpractical areas for improvement at thedistrict level, ADP brings the promiseof both inclusive development and areduction in regional disparity. And,the focus on enhancing each of thesecritical areas offers the opportunity forthese regions to contribute to India’sbroader economic development as awhole, while raising economic growthitself over the long run. A striking finding is the impactof governance. Relative to aconventional top-down approach, theADP supports active collaborationsamong multiple levels of governancewithin each ADP district, and theuse of public-private partnerships.This stakeholder-oriented approachis driven by a shared understandingamong the partners, and the use ofa common language of outcome-oriented metrics and data. This studybuilds on this data collection andoffers an interactive visualizationtool that can be used by the variousstakeholders, based on their ownpriorities and resources to makeinformed ADP strategy choices.To date, the ADP focus on bothlocal economic development as wellas social progress improvement isyielding positive gains. These earlyachievement will catalyse broaderfuture gains, and accelerate Indian The significant promise of the ADPdepends on identifying the mostleveraged areas for improvement, anddeveloping a broad set of practicaltools for enhancing India’s overalldevelopment agenda. This report, An Assessment of theAspirational Districts Program, offersa timely yet systematic evaluationof the ADP and the gains realizedto date. The report focuses on themost significant economic andsocial progress challenges facingthe ADP districts, and evaluates theprogress in these districts over thefirst two years of the program. Thereport also examines the role of thestakeholder-oriented model, in whichpublic awareness, engaged public-private partnerships, and cooperationamong multiple levels of government progress towards meeting the Sustainable Development Goals.
