Best practicesin social sector:A compendium2023 MESSAGE, RESIDENT REPRESENTATIVE, UNDP INDIA The Sustainable Development Goals (SDGs) – a set of intuitive targets to transform the world – act as a blueprintfor creating a more peaceful, prosperous and sustainable world for all. Fulfilling this agenda by 2030 requires the support of and coordination between different stakeholders, steered bygovernments at the central, state and local levels. With one-sixth of humanity and the scale of its ambition, India isdriving global progress on the SDGs. This progress is led by national and state governments – to frame andimplement policies that work for the people and planet. Under the guidance of NITI Aayog, state governments areequal partners in institutionalising the SDGs. Best practices in social sector: a compendium is a compilation of innovations in policymaking – national and statelevel – in health, education, agriculture, information technology (IT) and the environment. It highlights 75 bestpolicies and practices that are delivering the goals for people and communities. UNDP supported NITI Aayog inreviewing and compiling these 75 best practices from over 200 innovative initiatives. The compendium also provides a glimpse of the many sustainable measures undertaken in different parts of thecountry and offers an opportunity to emulate these practices. UNDP is extending support to NITI Aayog on several initiatives, for the localization and integration of SDGs,including the SDG India Index which ranks progress of states and UTs in achievement of Agenda 2030. It is highly encouraging to see the number of initiatives undertaken by governments to meet local needs,particularly for the most vulnerable and marginalised, while accelerating to achieve the Global Goals. People’sparticipation has been a vital factor in the success of these initiatives. I would like to congratulate the team at NITI Aayog for undertaking this initiative and presenting stories that are abeacon of hope in the endeavour to leave no one behind. BACKGROUND The social sector is an important sector in India and includes severalimportant components such as education, health and medical care,drinking water and sanitation, social security, environment, food andnutrition security, women and child development, livelihoods and skilldevelopment, etc. that play a vital role in human development. Over the years, the social sector in India has shown notable successwithvast number of developmental interventions by differentstakeholders,especiallytheCentralMinistriesandStateGovernments.Thesehavedisplayedinnovativeapproaches,effectivestrategies,long-lasting impact,and sustainability inreaching out to the most marginalised sections of the population.Considering the importance of such initiatives and their importanceas reliable reference models, it is necessary to document the recentcase studies from across sectors and geographies, in the form of acompendium on the best practices in the social sector. In this regard, specific, innovative best practices were sourced fromStates/UTsand selected Ministries/Departments.As India iscelebrating 75 years of Independence, 75 best practices have beenselected for this volume. Efforts have been made so that cases arebest distributed across States and sectors. The aim is to highlightmodels which are innovative, sustainable, replicable, and impactfuland also synthesize lessons for the future to expand quality of life atthe grassroots level. This will be a resourceful document for not justhighlighting the good practices in place but will also serve as ahandbook for replicability and scale-up.
