Project SATH(Sustainable Action for Transforming Human Capital - Education)Project SATH-Education Message fromVice Chairperson,NITI Aayog India has traversed a long journey in its quest forensuringnear-universal access to primary schooleducation.It has been our endeavor,under theleadership of hon’ble Prime Minister Shri NarendraModi,to strive towards facilitating access tohigh-qualityeducation for all.In this context, NITIAayog’s initiative, Sustainable Action for TransformingHuman Capital in Education (Project SATH-Education)was conceptualized as a key initiative for transitioningto the next level of achieving quality education acrossgrades. This report captures the lessons learnt from the SATH-EProject. It details the reform efforts undertaken as partof the initiative including academic (e.g., assessments,teacherand leadership curriculum)and systemic(e.g., addressing vacancies, optimizing the footprint ofschools, building stakeholder capacity) solutions. Icongratulate NITI Aayog’s Education Vertical forsynthesizing the lessons learnt and suggested reformsbased on the implementation experience of ProjectSATH-E.I am confident that if the interventionselucidated in the report are customized and adoptedby other States, they could play a key role in helpingtransform India’s education system and ensuring thatwe achieve the targets set out under Goal 4 of theSustainable Development Goals in a timely manner. In2017,the Governments of Jharkhand,MadhyaPradesh and Odisha came together to collaboratewith the Union Government, NITI Aayog and selectknowledge partners (Boston Consulting Group andPiramal Foundation for Educational Leadership) forenhancing the quality of education services in theirrespective States. Project SATH-E has showcasedaneffective and scalable approach for catalyzingimprovementsin learning outcomes by leveragingdata-drivenmicro-planningandstrengthenedgovernance mechanisms. Suman Bery Message fromMember (Education),NITI Aayog Education is one of the mostcritical enablers forany developing country. For India, it’s all the moreimportant to offer high-quality education to fully tapinto our demographic dividend. Education can act asa catalyst to not only sustain but also to further boostIndia’s growth. for Educational Leadership (PFEL), we were able toidentify the key challenges in every state’s educationsystems. Accordingly, robust roadmaps were designedandmultiple initiatives have been implemented,encompassing quality enhancements, governance anddigital education. NITIAayog launched Project SATH-Education todemonstrate the possibilities and challenges in makingbold moves to improvethe quality of education.TheStates of Jharkhand,Madhya Pradesh andOdisha, which were onboarded through a rigorousselectionprocess,have already commenced theirtransformation. Through this report, we would like to share some keypractices from the partner States with a broader set ofstakeholders in the hope that they guide and supportother States in their educational metamorphosis. I ampositive that through such cooperative initiatives, wewill soon ensure universal access to quality education. K. Paul Foreword Sarva Shiksha Abhiyan (SSA) was launched in 2001to universalize school education in the country. Thesubsequentpassing and implementation of theRight of Children to Free & Compulsory EducationAct-2009 has made sure that India attains near-perfectuniversalisation of school education. However, as wewere striving to pivot from access to quality education,the nation was hit by the COVID-19 pandemic whichled to learning losses for millions of students. Odisha have been resiliently working on the NEP- 2020implementation roadmaps as the SATH-E States arepioneering contextualised interventions for it, which willhelp in attaining grade-level learning competencies.Project SATH-E has ensured that our students not onlyreturn to schools but also learn at an incremental paceas per the recommendations of NEP-2020. Thisreportcaptureseffectiveimplementationstrategies across the three SATH-E States to addressthe most pressing issues of the Government SchoolingSystem. The report has been compiled in collaborationwithpartner States Jharkhand,Madhya Pradeshand Odisha and our knowledge partners - BostonConsulting Group and Piramal Foundation. TheNational Education Policy(NEP)-2020 aimstoaddress the growing educational developmentimperatives of our country. The States/UTs now needto adapt and pivot their strategies aligning to NEP-2020in order to achieve its targets in a time bound manner.This will ensure that each student in India gets qualityeducation that enables them to be agents of change inour society.
