Global TalentCompetitivenessIndex 2025 Talent and Resilience:Navigating an Era of Disruption Editors Felipe MonteiroRafael Escalona ReynosoPaul A. L. Evans “To better explore the impact ofthese gains and losses on humancapital, GTCI has introduceda number of new variables onwell-being, soft collaborativeskills and resilience. It is perhapsnot surprising that one of thekey findings of the report isthe importance of adaptivegeneralist skills in encouraginginnovation amid disruption tosuccessfully navigate this processof transformation.” - Lily FangDean of Research and Innovation, INSEAD Contents Preface GTCI 2025, A New Phase Special thanks are due to Lily Fang, and to the membersof the GTCI Advisory Committee—Javier Gimeno, MariaGuadalupe, Winnie Jiang, and Alexandra Roulet—fortheir invaluable guidance, feedback, and commitmentto the project. We also gratefully acknowledge thecontinued support of the European Commission’s JointResearch Centre (JRC), whose annual audit ensures therobustness and methodological integrity of the GTCI. With this eleventh edition, the Global TalentCompetitiveness Index (GTCI) moves beyond its firstdecade into a more turbulent and demanding phaseof the global talent story. When GTCI was launched, its ambition was to provide a clear, evidence-basedlens on how countries attract, grow and retain talent, within an enabling environment. GTCI’s focus onboth vocational expertise-based skills and generalistadaptive skills has proven to be sound. More than adecade afterwards, that mission remains. Yet, steppinginto a new chapter also invites thoughtful renewalin how the index is developed and interpreted. As co-editors, we hope this edition will serve as bothmirror and compass: a mirror that reflects where countriesstand in the race for talent, and a compass that helpspolicymakers, business leaders, educators, and citizensdesign more resilient, inclusive and future-ready talentstrategies. Our gratitude goes to all those—past andpresent—who have contributed their time, insight andsupport to make the GTCI a sustained global public good. Talent and Resilience: Navigating an Era of D isruptionIn that spirit, this edition also inaugurates a new era ofpartnership. For the first time, the GTCI is co-producedwith the Portulans Institute, whose expertise in digitaltransformation, innovation metrics and global indicescomplements INSEAD’s long-standing leadership inthe talent and human capital space. This collaborationdeepens the analytical basis of the Index andstrengthens its bridge from measurement to policyand practice as GTCI enters its second decade. As the foreword provided by Lily Fang—INSEAD’s Deanof Research and Innovation—underlines, earlier editionsanticipated many of today’s pressures such as talentecosystems that require close collaboration (2013);the vital importance of lifelong learning and vocationaleducation (2014); mobility and brain circulation’s effecton innovation (2015-16); the disruptive impact oftechnology and artificial intelligence (AI) (2017 & 2020);the importance of cognitive diversity for innovation(2018); and the role of entrepreneurial talent inreducing increasing talent inequities
