The results of the distribution of the 3% arethen allocated to;50% is used by the Regional Government, 50% is used for health programs and law enforcement. Additionally, a 10% surcharge is imposedon tobacco excise: at least 50% of its proceeds are allocated for health programmes and law enforcement at the regional level, 75% ofwhich is deducted by the National Government to fund National Health Insurance.
