REALISING AFRICA’S POTENTIAL FOR INDUSTRIALISATIONAND ENERGY TRANSFORMATION Acknowledgements The Gas for Africa report was prepared by Hawilti Ltd in partnership with theInternational Gas Union (IGU) and with the support of the Africa Finance Corporation(AFC). The report is based on market research, publicly available data, and research interviewsconducted by Hawilti Ltd. with various public and private-sector industry executivesacross Africa. It engaged the African Petroleum Producers Organization (APPO) and theAFC, which have provided critical insights and supported the report’s key findings andconclusions. It is supplemented by several case studies available in the Appendix. We received valuable inputs from numerous Gas and energy experts whosecontributions and reviews helped to develop and shape this report, including: • Dr Omar Farouk Ibrahim, Secretary General, Africa Petroleum Producers’Organization (APPO)• Mario Bello, Head of Sub Saharan Africa Region, Eni• Bayo Bashir Ojulari, Group Chief Excecutive, NNPC Ltd• Armel Simondin, CEO, Perenco• Roger Brown, CEO, Seplat Energy• Judith Adjobah Blay, CEO, Ghana National Gas Company• Olalekan Ogunleye, Excecutive Vice-President Gas, Power & New Energy, NNPC Ltd• Ekundayo E. Africa holds vast proven natural gasreserves, yet it accounts for only 6% ofglobal production. This imbalancebetween resource wealth and utilisationunderscores a central challenge: thecontinent has yet to fully harness Gas as astrategic engine for accessing the energythat will drive economic growth andhuman development in a continent whosepopulation is predicted to grow by almost1 billion people to 2050. fast-growing populations by enablingcleaner power generation, industrialdevelopment, modern cooking solutions,lower-emission transport, and a moreresilient energy future for Africa. The eight strategic principles outlinedin this report provide a clear roadmapfor action. They reflect the deeplyinterconnected nature of Gasdevelopment, from futureproofinfrastructure and financial innovationto electricity market reform and regionalcooperation. Together, they offer a unifiedstrategy to unlock Africa’s natural gaspotential in ways that are sustainable, scalable, and equitable. Building on the International Gas Union’s2023Gas for AfricaReport, this publicationreviews progress and captures a pivotalmoment in Africa’s Gas journey. Whilethere are encouraging signs, including newinfrastructure build-out, policy reformsand emerging regional connections, overallnatural gas demand has remained largelystagnant for the past four decades. Thismeans that Africa’s vast Gas potential isnot yet being fully leveraged intowidespread energy access, industrialgrowth and economic resilience. ANDREA STEGHER The opportunity for Gas in Africa remainsimmense. Natural gas can play atransformative role in achieving domesticenergy security, reducing dependence onimported fuels, and fostering economicstability through industrialisation andregional integration. Gas can delivergreater prosperity and equity for PresidentInternational Gas Union Foreword At Africa Finance Corporation (AFC), wecontinue to view natural gas as a strategicenabler of Africa’s development. It offers aunique pathway to address multiple needsat once: cleaner electricity, moderncooking, industrial growth, and regionaltrade integration. The world’s energysystems are evolving fast — and thiscreates both urgency and opportunityfor Africa. The continent must actdecisively to attract capital, buildfuture-ready infrastructure, and deliverprojects that unlock the full value of itsresources. It gives me great pleasure to introduce the2025 edition of the Gas for Africa Report,a timely contribution to one of thecontinent’s most urgent and complexchallenges — turning energy potential intoreal, inclusive development outcomes.
