Reconfiguring digital strategiesamid trade fragmentation Preface Secondly, while talent remains mobile, people are not enteringcertain countries in the same numbers due to geopoliticalinstability. This affects digital competitiveness when domesticpolicies and regional instability combust into a situation wheremore talent is leaving the country than entering it. Several of theeconomies we assess are victims of this and have fallen in ourrankings, as my colleagues’ analysis will expose. The IMD World Competitiveness Center has long played a rolein improving nations’ abilities to generate sustainable value andimprove the quality of life for its citizens, through in-depth dataand analysis. In 2017, we bolstered our ability to do this by creating a digitalranking. That year, blockchain technology was sparking greatinterest, and voice assistants like Alexa, Siri, and GoogleAssistant were starting to bring AI technology into the homeand workplace. Fast forward eight years, and the digitaleconomy now accounts for 15% of world GDP, with AI integratedat scale into healthcare, finance, education, and manufacturing. Thirdly, in a fragmented world, regulatory advantages arebecoming a key determinant of digital competitiveness.Regulatory clarification and safety enable companies andgovernments to incorporate the technology available asefficiently and effectively as possible. We have the EU, the US,and Southeast Asia recognizing this with certain regulatoryimprovements. November 2025 IMD World DigitalCompetitiveness Ranking 2025 The digital economy might not seem dependent on traditionaltrade flows due to its intangibility. But this year’s ranking fi ndsthat trade wars are affecting it –and in turn dictating digitalcompetitiveness at both national and firm levels. In addition,the 2025 ranking takes a microscopic lens to industry trendsin today’s digital geopolitical sphere, using data from the IMDExecutive Opinion Survey. Readers can therefore not onlyunderstand their country’s mechanisms, but those of theirsector on a global level. This year, we’ve added data on AI-related patent publications(from the WIPO Statistics Database) and on annual privateinvestment in artificial intelligence (from Quid, via the StanfordAI Index Report).
