Foreword Thisreport is part of the technical assistance project“Strengthening policies and governancearrangementswithin the Spanish National Employment System”,conducted by the Directorate ofEmployment, Labour and Social Affairs of the OECD.The report was produced in collaboration with theState Public Employment Service (SEPE)and funded by the European Union via the Technical SupportInstrument. The projectwas implementedby the OECDin co-operation with the Reform and InvestmentTask Force of the European Commission. This report presents the results and recommendations of the mid-term evaluation of the Youth GuaranteePlus Plan 2021-27 for decent work for young people, a strategy presented by the Secretary of State forLabour and Social Economy and approved by Resolution 10587/2021 of 24June(Consejo de Ministros,2021). It analyses the context in which the evaluation was carried out, describes the evaluation approachand methodology, and presents the results. It ends with the conclusionsof the evaluation exercise and aseries of recommendations for improving programme implementation. The authors warmly thank SEPE and the Youth Guarantee technical support team for their help andcollaboration.
