Whilethe rate of women’s representation has increased, womenremain systematically underrepresented at all levels ofdecision-making worldwide: as voters, in elected office, incivil service, in the private sector, and in academia. This isespecially prevalent in the public sector: across dimensionsof gender parity, women’s political presence within andacross countries presents the largest gap. According to theOECD, only a few countries exceed 40% representation inthe top echelons of civil service, and women leaders areoften connected to social portfolios.Women’sparticipation in public and economic lifestrengthens equitable governance, economic growth, andpublic trust, from the community level to top policymakingcircles. When the people who set public policy are morerepresentativeof the societies they serve,they enjoygreater public trust and focus more on issues such ashuman development and public service delivery. There areclear advantages when women assume leadership rolesin the private sector, too: diversity positively affects thequality of work and increases economic returns. Studiesby the OECD have outlined that companies with greatergender diversity, not just within their workforce but directlyamong senior leaders, are significantly more successful.According to McKinsey & Company, for every 10% increasein gender diversity in executive management, earningsbefore interest and taxes rose by 3.5%.Overall, countries have made strides in advancing femalerepresentation in leadership. More women are holdingpositionsin the upper levels of national governance;closing the gap has often been catalyzed by countries’initiation of gender quotas. Multilateral dialogue has alsoacknowledged the need for gender parity in leadership,notably, the Beijing Declaration and Platform for Action(1995), which was adopted by the UN at the end of theFourth World Conference and set out an internationallyagreed target to achieve balanced political participationand power-sharing between women and men in decision-making.IntroductionOne step forward: where we are today3 When women become leaders, they provide a differentset of skills, imaginative perspectives, and, importantly,structuraland cultural differences that drive effectivesolutions. Today, the term “Feminineleadership” is a style of management that is being adoptedby leaders of all genders. Moreover, women leaders can providebetter mentorship, especially for the younger generation.Regardless of a person’s gender, all people need someonewho will guide them, and support their professional andpersonal progress.
