A casual conversationbetween participants that turns into a lastingcollaboration.This brochure brings together visual highlightsfrom the International Transport Forum’s 2025Summit, held from 21 to 23 May in Leipzig,Germany, on the theme ““Transport Resilienceto Global Shocks Resilience”. It presents avisual record of high-level meetings andcasual encounters, lively debates and livedemonstrations, and, most important of all: thepeople who made them happen—ministers,leaders, experts, and all the partners workingwith the ITF to help shape the future oftransport.The Summit took important steps to do exactlythat. ITF’s highest decision-making body, theCouncil of Ministers of Transport, approvedlandmark policy recommendations. The first ITFPolicy Recommendation provides governmentswith guidance for the responsible use ofartificial intelligence in transport. The secondRecommendation sets out principles for roadsafety policies that are effective in saving lives.You can read more about them on pages 46-47.As tangible outcomes of the 2025 Summit,these documents give direction to globaltransport governance on critical issues. Theyare the result of tireless collaboration amongour member countries and reflect both theseriousness of our mission and the vitalityof our collaboration.The strength of the ITF Summit lies in itsdiversity. We were honoured to welcomedelegations from over 70 nations. More than 40Ministers and Vice-Ministers attended the ITFSummit in 2025. I left Leipzig with the sense that thisSummit made a powerful step forward towardsprogress in transport resilience. But we all knowit will not happen overnight, which is why 2025was the first in a trilogy on the subject.Our journey continues next year from 6 to 8May 2026, when the theme is “Funding ResilientTransport.” Until then, I invite you to revisit thepeople, moments, and outcomes of the 2025Summit in the pages that follow—and to carryits ideas into the work ahead.Young Tae KimSecretary-General sector partners and academic thought leadersadded critical depth and nuance.
