The Innovate for Impact project was launched in 2024to identify, support, and showcase practical AI solutions thatbring tangible benefits to people and communities.A key part of the initiative involves the sharing of use cases, impactful AI applications and global lessons and expertise fromaround the world. In 2025, building on the success of its firstedition, the project expanded its scope through an open callfor AI use cases and AI Scholars. We received 234 use casesubmissions from 32 countries, out of which 160 were selectedfor inclusion in this interim report. These use cases span elevenkey domains and reflect both the diversity of global innovation, regional solutions with lessons learnt and the practical ways inwhich AI is being applied to solve real-world problems. To enhance the quality and relevance of the evaluation process, we established a Technical Advi-sory Committee (TAC). From 89 expert nominations received from 32 countries, 32 members werecarefully selected based on their expertise, regional representation, and commitment to responsi-ble AI. The TAC brings together specialists from AI research, engineering, ethics, social sciences, and development policy, and has played a central role in reviewing submissions and shaping thestrategic direction of the project. We also launched a call for AI Scholars to support the initiative through research and engagement. From 171 applications submitted by candidates from 37 countries, 16 outstanding scholars wereselected. They worked closely with use case authors to analyse, refine, and document the AI solu-tions, contributing and imbibing valuable insights and building bridges between communities anddomains such as research, policy, and practice. The project brings together contributions from multiple sectors—industry, academia, government, civil society, and UN organizations—creating a collaborative environment where ideas, knowledge, and experience are shared to accelerate responsible and impactful AI deployment. A compre-hensive view of concepts, practical implementations and a clear pathway to the future work arepresented in this report. We are grateful to all who contributed to this report, especially the use case authors, scholars, andTAC members for their commitment and insight. We also thank China’s Ministry of Industry andInformation Technology for its generous support of this project. As we continue developing the Innovate for Impact project, we look forward to deepening ourcollaboration with partners worldwide and supporting AI applications that are inclusive, practical, and ready to make a difference.Director of the Telecommunication Standardization BureauInternational Telecommunication Union Seizo Onoe Foreword (TSB Director)iiIntroduction1Project introduction and selection process22.1AI use cases.............................................................................................................22.2Technical Advisory Committee formation and Selecti
