Where possible, the lowerquartile (25th percentile) and upper quartile (75th per-centile) are provided for a fuller view of the data. Why not showcase averages instead? Agencies partic-ipating in this survey serve populations ranging from afew hundred to several million residents and have oper-ating budgets varying from less than $20,000 to morethan $100 million. These extreme values easily canskew averages. Therefore, medians are a more stablemeasurement. Wheneverappropriate, averages areused and noted. Recognizing the wants and needs of the residentsthey serve, park and recreation professionals are keenlyaware of the necessary balance between providingvital services and working within the confines of bud-getary restrictions. Maintaining accurate knowledge ofcurrent assets and planning for future needs are criticalfor every park and recreation agency. To assist individualagencies in evaluating their programs and makingcritical decisions that will benefit their communities,NRPA collects annual nationwide data on characteristicsof agencies, including types of programs offered, sizeof population served, budget and staffing. This reportcontains summaries of these data. Additional Resources The data published in the tables and figures withinthis report are presented at a high level with minimaldetails. While all benchmark figures contain overall re-sults representative of the entire United States, addi-tional breakdowns of these figures by community andagency characteristics are available on NRPA’s websitefor readers to recognize even more powerful evidenceregarding the vital work of park and recreation profes-sionals and their agencies. About the Review Park and recreation agencies nationwide used the NRPAPark Metrics survey tool to self-report all data included inthis review. The2025 NRPA Agency Performance Reviewpresents data from the more than 900 unique parkand recreation agencies across the country that com-pleted the Agency Performance Survey within ParkMetrics from 2022 to 2024. Note that not all agenciesanswered every survey question. Additionally, visit the NRPA Park Metrics webpage tolearn more about this survey and suite of reportingtools. Park and recreation agencies are encouragedto create a Park Metrics account for their agency orlog in to their existing agency account to build a morecustomized benchmark report based on their specificagency size, type and geographic region. They mayalso use this tool to generate reports to further assistwith analysis of an agency’s needs and to identify peeragencies with similar characteristics. This report highlights the characteristics of park andrecreation agencies across the country in terms offacilities, programming, budget and more. These resultsare not standards that agencies should strive to obtain —rather, they represent a snapshot of current circum-stances. The indoor and outdoorfacilities operated by local park and recreation profes-sionals serve a multitude of purposes — from promotinghealth and well-being, to providing spaces where allare welcome, to providing shelters in emergencies andfor mitigating natural disasters. It is vital to ensure all people have access to qualityparks, whether through preserving existing parks andgreen spaces or requiring these spaces as part of newlydeveloped neighborhoods.T
