We are pleased to present the tenth edition of theSmart Centres Index(SCI 10). The SCI has been developed by Z/Yen as part of its Long Finance Initiative and the Distributed FuturesProgramme to track commercial centres’ability to create, develop, and deploy technology. It aims tohelp investors, governments, and regulators track the attractiveness of technology centres for newtechnologies and products by measuring how attuned centres and their regulatory systems are toattracting innovation and growth in Science, Technology, Energy Systems, Machine Learning,Distributed Ledgers, and Fintech. The SCI tracks three dimensions related to innovation and technology in the cities that we rank:Innovation Support-the support provided by regulatory and other systems to innovation and •technology in a centre.•Creative Intensity-the intensity of technology and innovation services and opportunities in acentre.•Delivery Capability-the quality of the technology and innovation work that is taking place in acentre. Z/Yenhelps organisations make better choices-ourclientsconsider us a commercial think-tank thatspots, solves, and acts. Our name combines Zen and Yen-‘a philosophical desire to succeed’-in aratio, recognising that all decisions are trade-offs. One of Z/Yen’s specialisms is the development andpublication of research combining factor analysis and professional assessments. Long Financeis a Z/Yen initiative designed toaddress the question“When would we knowour financial system is working?”Thisquestion underlies Long Finance’s goal toimprove society’s understanding and use offinance over the long-term. In contrast to theshort-termism that defines today’s economicviews, the Long Finance timeframe is roughly100 years. This report stands as a valuable source for understandinghow financial and commercial centres worldwide are keen to embrace and implement up to datetechnologies and products to attract investments, bolster scientific development and economicgrowth. Since its establishment in 2018, the AIFC is leading the charge in implementing and fostering digitaltechnology. We have streamlined our participant registration process through digitalisation (E-Residency), launched the mobile application (TABYS) for retail investors tomake investing in securitiesmore simple. The AIFC is actively involved in the digital assets sector, recognising its significance in thefinancial landscape. In addition, the AIFC Court and IAC use an online dispute resolution systemeJustice facilities, enabling parties to file cases electronically from anywhere around the world, withouthaving to be physically present in Astana. Our regulatory environment, which supports a broad range of financial services, established aregulatory framework for digital assets issued and traded on the AIFC, fostering innovation andproviding a secure environment for market entities. Furthermore, a new legal instrument–“AIFCVenture Studio Framework”has been developed to create a favorable and sustainable environment forinnovative startups, promote venture financing, and enhance the competitiveness of innovativeprojects within the AIFC. These efforts have positioned the AIFC as a trusted partner for both domestic and internationalstakeholders. As of today, the AIFC ecosystem includes over 3,400 companies from more than 80countries. Out of these 3,400 companies, approximately 700 are engaged in the Information andCommunication Technology (ICT) industry, accounting for around 20% of the ecosystem. The AIFC alsohosts several crowdfunding platforms and more than 10 cryptocurrency exchanges, including leadingglobal players such as Binance, ByBit, BigOne and UpBit. Additionally, around 20 companies are activeparticipants in the FinTech Lab, further driving innovation within the ecosystem. As we move forward, we remain dedicated to staying ahead of global economic trends and embracingthe challenges of an ever-changing world. A major focus will be on expanding our digital assetecosystem, harnessing opportunities while carefully managing associated risks. This approach ensureswe remain agile, resilient, and future-ready.
