Bio-innovation’s potential to reshapeindustries, strengthen domestic supply chains, andcreate new models of national competitiveness isno longer theoretical. It is real, it is rising and it isready to be scaled. and remove barriers are needed urgently. Thismeans policy environments that favour a market-pulldynamic – supported by compelling fiscal incentives,trustworthy regulation and tailored financial supportmechanisms that enable breakthroughs to scalewith speed and responsibility. Together with our global partners, the WorldEconomic Forum’s Bioeconomy Initiative hasdeveloped this Policy Framework as a call toaction. Drawing from real-world success stories,it offers actionable recommendations that guidepolicy-makers and industry leaders to cohesive,outcome-driven implementation. Effective policyis a powerful driver of transformation, and sharingglobal best practices is essential to unlockingscalable, locally adapted solutions. Takentogether, the recommendations presented hereinaim to help regions achieve more amid risinggeopolitical uncertainty. Yet the bioeconomy stands at a crossroads. Whilethe pace of technological advancement has beenextraordinary, mainstream adoption remains limited.Too often, stakeholders lead with a technology-push approach, driven by scientific possibilitiesrather than market readiness. To unlock the fullpotential of bio-innovation, a fundamental shift isneeded – one that ensures innovation is not onlypossible, but also commercially viable, regionallyrelevant and socially impactful. The Forum’s Bioeconomy Initiative, in closecollaboration with Capgemini and dsm-firmenich,brings together a community of government,academic and industry leaders, united by a sharedambition: to accelerate the transition towarda commercial, scaled and technology-drivenbioeconomy. The bioeconomy is no longer a distantvision. But success depends on bold leadershipand collaborative efforts across borders, sectorsand disciplines. Now is the time to act with clarityand purpose: to design policy that moves beyondstrategy documents to enable innovation, accelerateadoption and ensure the bioeconomy becomes acornerstone of sustainable economic growth andglobal competitiveness. Amid rising geopolitical uncertainty, climateinstability and economic volatility, governments andindustry are under pressure to do more with less –driving inclusive growth, promoting innovation andcultivating resilience despite limited resources.
