Foreword Entrepreneurshipisakeydrivingforceineconomicgrowthandinnovation.Itsscaleandqualityvaryacrosscountries,reflectingdifferencesintheirenablingandhinderingconditionsforentrepreneurship.Theseconditionsaresetoutintheconceptoftheentrepreneurialecosystem,whichidentifiestherelevantactors,factorsandinteractionsinaplace. Whiletheentrepreneurialecosystemconcepthasbeenwidelyadoptedinentrepreneurshippolicyandresearchinrecentyears,thereremainsagapinourcapacitytomeasurethedifferentaspectsofentrepreneurialecosystemsanddiagnosewherepolicyreformsmayberequired.Thisreportoffersafirsttheoreticallyandempiricallyinformeddatasetandbenchmarkingtoolaimedatsupportingthediagnosisofentrepreneurialecosystemsforall38OECDcountriesbasedonanoperationalisationoftheentrepreneurialecosystemconcept. ThisworkbuildsonandextendstheOECD’spioneeringroleindevelopingentrepreneurshipindicatorsoverthepast20years.Itisseenasafirst,pilot,step,inanongoingexercise.Itmakesuseofthebestdataavailabletodayforasufficientnumberofcountriesbutalsoprovidesanimpulseforthegenerationandcollectionofimprovedentrepreneurshipdata,whichcanbereportedoninfutureexercises. Thereportcontainsindicatorsofentrepreneurialecosysteminputs,outputsandvariationforeachOECDcountry,coveringtheirrecentevolutionovertime,cross-countrybenchmarkingandindividualcountryprofiles.Itaimstoassistpolicymakerstocompareperformanceonentrepreneurialecosystemconditionswithinandacrosscountriesandtodevelophypothesesonwhatmaybesupportingorholdingbackentrepreneurshipintheircountriesandwhatpolicyreformsandactionsmaybeneeded. Thereportthereforetakesfirststepinentrepreneurialecosystemdiagnosisforpolicydevelopment.Itrepresentsahigh-levelassessmentofferinginitialinsightsontheecosystemconditionsthatmayrequirefurtherdevelopmentindifferentcountries.Thesefirstinsightscanbefollowedupwithmoredetailedcountry-levelanalysesandstakeholderdialoguesonthenatureandcausesofanybarriersandhowtoreactthroughentrepreneurshippolicy. ThereportformspartoftheworkoftheOECDCommitteeonSMEsandEntrepreneurshiponboostingSMEsandentrepreneursasenginesofresilienceandgrowth,andnotablyitsworkonstart-upandscale-uppolicies.ThebroadecosystemmeasurementpresentedhereiscomplementedbyOECDcountry-levelandthematicanalysesinthisarea.
