While the PublicFinancial Management Act (PFMA) of 2013 aimed to enhance transparency, inconsistent implementation andresource constraints persist.This paper highlights key issues and recommendations, including adherence topublic finance management good practices,enhancedand regularly disseminatedfinancial reporting, andbetter utilization ofthe current Financial Management Information System. These evaluations providedpolicy recommendations for both theshort and long term, emphasizing the importance of data and transparency for successful policyimplementation.A significant concern is the performance of the Financial Management InformationSystem (FMIS),upgradedin 2021, which has not functioned as anticipated. 2.This paper, as part of bilateral surveillance, underscores broader issuesof governanceand the necessity for a comprehensive approach to bolster fiscal data governance.Itlays outhigh-level policy recommendationsassummarized inTable1andidentifiesspecific technicalassistance needswhere the Fundcan supportthe improvement of fiscal reporting and data withinthetransparencyframeworkfor better integration of surveillance and capacity development. B.Fiscal Transparency and Best Practices 3.Solomon Islands enacted the Public Financial Management Act(PFMA)in 2013,alongside apublic financial management (PFM)reform plan spanning 2014-2017;however,implementation has fallen short of expectations.ThePFMA 2013broadly addressescashmanagement, reporting requirements, and the integrity of implementation processes.
