Management Response When the SDG3 GAP was launched in 2019, signatory agencies set concrete milestonesfor success at the midway point of 2023, andagreed to critically assessmidwayachievements by commissioning a joint independent evaluation of the GAP.The 13signatoryagenciesappreciatetheindependent evaluation,notingthatitmeetsits main objective of assessingifsignatory agencies, though the GAP,have strengthened their collaboration toi/Engage with countries better toidentify priorities and plan and implement together;ii/Accelerate progress in countries through joint actions through our overarching commitment toadvance gender equality and support the delivery of global public goods;iii/Align, by harmonizing operational and financial strategies and policies in supportof countries where this increases efficiency and reduces the burden on countries; andiv/Account, by reviewing progress andlearning together to enhanceour shared accountability. With most health-related SDGs severely off trackpostpandemicandhealth servicesfurtherdisruptedby current reductions in development assistance,thereis a needto fundamentallyreconsider global health policy.Severalemerging agendas and strategies to reform global health priorities and architectureaddresshowto better meet the needs and demands of countries and populations, including the conclusions of the Future of Global Health Initiatives Process, andsignatory agencies’ownstrategies. All signatoryagencies remainfullycommittedtoadvancing health-related SDGstowards the 2030 Agenda, and believe in the value of alignment andcollaborationto support country-ledplans.While theevaluation did find areas of improved collaborative work, notably around PHC and sustainable healthfinancing,thebulk of theevidenceemergingfrom theevaluationindicates that the SDG3 GAP framework is not viable going forward.The findings andrecommendations of the evaluationwill be usedtoinforma reconsideration ofinter-agency collaboration,buildingon GAP experiences andlessons learned,toensureadded value and sustainability ofnew ways of collaborating. 1As lead of an Evaluation Management Group with representatives from Evaluation Offices of the 13 signatory agencies to the SDG3 GAP: Gavi, the Vaccine Alliance (Gavi),The Global Financing facility (GFF), International Labour Organization (ILO), The GlobalFund to fight AIDS, TB and Malaria, The Joint United Nations Programme onHIV/AIDS (UNAIDS), The United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), Unitaid, UNWomen, World Bank (WBG), World Food Programme (WFP) and WHO.
