Indeed, Peru is implementing its 2021-2025Justice Reform, led by the Ministry of Justice and Human Rights (MINJUSDH), with theaimof modernisingits justice system andimproving people’s access to justice services for all.Peru has committed tostrengtheningaccess to justice and theRule ofLaw under United Nations Agenda 2030, notably theSustainable Development Goal 16.3.3 indicator on access to justice, of which the OECD is co-custodianwith the United Nations.ThisJustice Review provides an in-depth analysis of Peru’s justice system and how it operates. Itbenchmarks Peruagainst OECD Member countries’best practices and includes actionable policyrecommendations for Peruvian authorities and policymakers.This Justice Review wascommissioned bytheMINJUSDHandaims tohelpPeru design and deliver public justice policies and services to improvethe administration of justice and its approaches to people-centred service delivery.This Review is separate from the evaluation of Peru that is being conducted by the Public GovernanceCommittee in the context of the country’s accession process to the OECD, which began on 25 January2022. Nevertheless, the recommendations identified herein also aim to bring Peru closer to OECDstandards and best practices and could serve as technical support for the implementation of actions thatmay be relevant in the context of accession.The improvements to the judicial system recommended in this Review will provide a unique opportunity forPeru to address structural challenges related to the access to justice and the rule of Law that have limitedthe implementation of major justice reforms and people access to justice services.The analysis and recommendations presented in this Justice Review reflect good practices that havedemonstrably enhanced justice outcomes in OECD Member countries.Itbenefited frominsightsof acountrypeer from Colombiaandadvicefrom OECD Member countries representatives based in Lima,including the European Union Delegation to Peru.This Justice Review was approved and decl
