This Policy Research Working Paper examines the views and perceptions of education policy makers in the East Asia Pacific region. The study surveyed 651 senior public officials in 14 middle-income countries and found that officials prioritize increasing secondary school completion over improving learning quality. They also severely underestimate learning poverty, with a larger margin than officials in other countries. The primary constraint to improving learning, according to officials, is system capacity. The study also found that officials have high support for gender equality and disability inclusion. However, officials tend to oppose violence against students and prefer to invest in teacher training and development.
