Foreword This report was produced under the technical support project “Facilitating the financial independence ofyoung people in Greece”, which aimed to support the GreekMinistry of Social Cohesion and Family Affairsin developing an Action Plan for the implementation of youth-related actions within the National Action Planfor Demography. The project’s overall objective was to promote the financial independence of youngpeople in Greece by facilitating the transition to the labour market, enabling access to social support, andenabling young people to start a family if they so wish, at a time of their choosing. To that end, the projectproduced a set of policy recommendations and a proposed Youth Action Plan, accompanied by amonitoring and evaluation framework, to enable the Greek Ministry of Social Cohesion and Family Affairsto strengthen the youth-related components of the National Action Plan for Demography and ultimatelyenhance the effectiveness of policies aimed at improving young people’s socio-economic prospects. This publication presents the diagnostic report of the project and identifies the main challenges faced byyoung people in Greece to achieve financial autonomy and assesses the key policies in place to supportyoung people, including: 1) skills, employment, and entrepreneurship policies; 2) active labour marketpolicies and social protection; and 3) family and housing policies. In addition to desk research carried out by the OECD team, this report incorporates the informationcollected during fact-finding meetings held in Athens, Greece, in October 2024, as well as a series of onlineconsultationsconducted between November 2024 and January 2025.The report also incorporatesinsights from young people and youth organisations collected during a youth consultation organised inAthens in October 2024. Furthermore, feedback obtained during an in-person stakeholder workshop heldin Athens in February 2026 was incorporated into the analysis and findings.
