Part of NTIA's responsibility is to: n...establish policies concerning spectrum assignment, allocation and use,and. provide the various departments and agencies with guidance to assurethat their conduct of telecommunications activities is consistent withthese policies" [Department of Commerce, 1978]. In support of these requirements,NTIAhasundertakena number of spectrunresourceassessments.The objectives of these studies are to assess spectrunutilization, identify existing and/or potential compatibilityproblems betweensystems of various departments and agencies, provide recommendations forresolving any compatibility conflicts,and recommend changes to improve theefficient use of the radio spectrum and improve spectrun management procedures.This spectrum resource assessment considers the 1530-1660.5 MHz frequencyband.The report is based on information available through March, 1983. TheWorldAdministrativeRadioConference,Geneva1979,(WARC-79)significantlychanged the international allocations in the 1530-1660.5MHz bandwhich resulted in changes to the National Table of Frequency Allocations.Themajor changes are: 1.There are now ten bands. Prior to the WARC-79 there were nine. 2.The frequency ranges of all sub-bands have been changed. 3.AnallocationfortheRadionavigation-SatelliteService(Space-to-Earth)has been added. 4.TheallocationfortheMeteorological Aids Service (radiosonde)hasbeen eliminated. 5. AllocationshavebeenaddedfortheMobile-SatelliteService(Space-to-Earth)andfortheMobile-SatelliteService (Earth-to-space).Each of theseservicesisallocatedtoabandoneMHzwide.Inconjunctionwiththis,Footnote 728 has been added which states that theuse of the bands1544-1545MHz(Space-to-Earth)and1645.5-1646.5MHz(Earth-to-space)bytheMobile-SateiliteServiceislimited to distressand safety operations. Appendixcgivesabriefhistoryofthebandsfrom1535-1660MHzupto1974. was measured with the RsMs van. The analyses of these measurements wereincorporated in the spectrum resourceassessment(SRA)onthisband,appropriate.6.Potential interactions involving major systemspresently operating in,or firmly planned for, the band were identified.7. Problem areas that affect the management of the 1530-1660.5 MHz bandwere identified and recommendations made toward their solution. 4.
