NATIONAL TELECOMMUNICATIONS ANDINFORMATION ADMINISTRATION Lawrence E. Strickling, Assistant Secretary forCommunications and Information MARCH2013 Executive Summary The National Telecommunications and Information Administration (NTIA), incoordination with the Federal Communications Commission and the federal agencies,established a Spectrum Sharing Innovation Test-Bed (Test-Bed) pilot program in 2009 toevaluate new technologies to facilitate sharing between federal and non-federal spectrumusers. The Test-Bed pilot program provides an opportunity for the federal agencies towork cooperatively with industry, researchers, and academia to evaluate newtechnologies that can increase access to and improve management of the nation’sspectrum. Specifically, the Test-Bed pilot program is examining the ability of DynamicSpectrum Access (DSA) devices to share spectrum with federal and non-federal landmobile radio (LMR) systems. If sharing is successfully demonstrated, the results of theTest-Bed can be used as the basis to establish service rules for devices employing DSAsharing techniques. The Test-Bed pilot program will also develop and prove a testingmethodology for systems employing DSA sharing techniques. Prior to the Test-Bed pilotprogram, no such methods existed to test the impact of DSA devices on incumbentsystems. The Test-Bed pilot program is developing the specialized measurementtechniques needed for DSA devices. These measurement techniques will be critical tothe evaluation of new sharing technologies. The Test-Bed pilot program is organized into three phases. Phase I consists oflaboratory measurements to characterize the DSA devices’ transmitter emissions,spectrum sensor and geo-location characteristics, spectrum access behavior, and impacton LMR receiver performance. Phase I also includes limited over-the-air testing in a liveLMR signal environment. Phase II includes field tests that will determine theeffectiveness of the DSA devices in detecting the presence of land mobile radios in a livesignal environment. The DSA devices will not transmit during this test, or theirtransmissions will be suitably attenuated so as not to interfere with normal LMRoperations. Phase III field testing will evaluate the ability of the DSA devices to operatein the presence of LMR systems in a live signal environment. These tests include anumber of typical operational scenarios that DSA devices will experience when operatingin the same frequency band and geographic area as incumbent LMR systems. NTIA willcompare the results of the field tests to the laboratory tests to identify inconsistencies.1 The Test-Bed pilot program started with six participants whose DSA devicesconstituted a wide variety of technical approaches to spectrum sharing. The participants’DSA devices ranged from wide to narrow bandwidth, from fixed to variable bandwidth,and from contiguous to non-contiguous channel structure. Their DSA capabilitiesencompassed spectrum sensing, geo-location, or a combination of the two. The DSAdevices employing spectrum sensing made use of a variety of sensing methods, and someDSA devices shared information about the radio frequency environment between all ofthe DSA devices in a network to further reduce potential interference to incumbent systems.2Since there are differences in the implementation of DSA sharing techniques,NTIA made adjustments to the measurement procedures for the tests described in thePhase I test plan. The Phase I testing of the DSA devices from Participant A is complete. NTIA hasprepared a report documenting the Phase I test results for the Participant A DSA devicesand will publish it in the second half of Fiscal Year 2013. The report will show thatprocedures can be developed to measure spectrum sensing, geo-location, and spectrumaccess parameters for this implementation of DSA in response to simulated LMR signals.NTIA has also completed the Phase I testing for Participant B DSA devices and iscurrently preparing the report documenting the results that will be published in FiscalYear 2014. Test-Bed Participants C and D submitted devices for Phase I testing that hadto be returned for hardware and software modifications. NTIA is working withParticipants C and D to determine when they will be ready to resubmit devices for PhaseI testing. Test-Bed Participant F began Phase I testing; however, it withdrew from thepilot program in Fiscal Year 2012 due to technical problems with its DSA devices andcontrol computers. NTIA finalized the plan for the Phase II/III field testing and published it in July2012. NTIA developed and tested the measurement systems that will be used formonitoring LMR transmissions and the corresponding behavior of the DSA devices inPhase II/III testing. NTIA has completed 70 percent of the Phase II testing for ParticipantA DSA devices and has started preparations for the Phase II testing of Participant B DSAdevices.
