The National Telecommunications and InformationAdministration (NTIA) provides quarterly statutory reportsto Congress on the Broadband Technology OpportunitiesProgram (BTOP). This report covers activities fromOctober 1 to December 31, 2018. Previous reports areavailable on our website at www2.ntia.doc.gov. Network operations–LA RICS, in conjunction withFirstNet and AT&T, continues to transition the existingLong-Term Evolution (LTE) system to the NationalPublic Safety Broadband Network (NPSBN). LA-RICSexpects to complete the entire effort by the end ofJune. How can NTIA help now?NTIA’s BroadbandUSA programpromotes innovation and economicgrowth by supporting efforts toexpand broadband connectivity andmeaningful use for all Americans.BroadbandUSA works withstakeholders from local and stategovernment, federal agencies, non-profits and industry to: Planning– LA RICS submitted information to NTIAfor 15 of the 26 new LTE sites being deployed as partof its second phase of deployment. LA-RICS hasbegun the biological and cultural approval process byvarious Federal and State agencies. In addition, LARICS and AT&T are discussing possible solutionsregarding the use of Cells on Light Trucks in theNPSBN, which recently included detaileddemonstrations of possible solutions. Program Progress In 2010, NTIA invested $4 billion in 233 BTOP projects.As of September 30, 2018, only two BTOP infrastructureprojects remained in active status: Los Angeles RegionalInteroperable Communications System Authority (LA-RICS) and the Executive Office of the State of Mississippi(Mississippi). All remaining projects completed theirproject activities. Educate: Arm stakeholders andbroadband leaders withsolution-neutral guidesandtoolsthat help them make theright decisions for theirbroadband initiatives. Mississippi Update Monitoring and Grants Administration Procurement– The University of Mississippi MedicalCenter (UMMC) awarded a contract for theconstruction of the Public Safety CommunicationsCenter, which will be located on its Jackson campus.This quarter, UMMC also began additionalprocurements for tools and training resources for thePublic Safety Communications Center. NTIA continues to protect taxpayer investments byproactively engaging with these grant recipients tomonitor project activities and grant compliance. Eachquarter, the active BTOP recipients also report theirfinancial and project performance. NTIA analyzes thesereports closely to monitor progress and compliance.NTIA continues to work to finalize the CommerceDepartment’s Office of Inspector Generalrecommendations for LA-RICS and West Virginia. Convene:Lead regionalworkshops and events toadvance the conversationandshare lessons learnedregarding broadbandconnectivity and digitalinclusion. Assist:Providetechnicalassistanceto communities andpartners seekingneutral adviceand support for their broadbandprojects. Equipment installations– Mississippi’s primaryvendor for the expansion of the state-wide microwavesystem completed its final testing of the wireless,network enhancements. Next quarter, Mississippiexpects to accept these wireless upgrades, which addnearly 370 miles of new, communication infrastructureprimarily serving the public safety community. Telemedicine Connection63 percent of Seniors(aged 65 and older) now usethe Internet, an increase of 9percent, compared with 56percent in 2015.
