Background Planning– With the period of performance of LA-RICS’sBTOP award set to end on June 30, 2020, LA-RICSrequested and was granted a one-week extension until July7, 2020, to finish construction of 20 LTE sites for its phasetwo project plan. LA-RICS also requested and received afurther extension of its award period until July 31, 2020, toallow it to complete all site access, permitting, and zoningapprovals required to initiate construction on the remainingsix LTE sites. LA-RICS also received approval to useBTOP grant funds to acquire the components needed toconstruct these remaining sites. The actual construction ofthe final sites will be completed after the expiration of theBTOP award using outside funds. These extensions werelimited to reflect the timing and funding constraintsassociated with the September 30, 2020, cancellation bylaw of the BTOP account. How can NTIA help now?NTIA’s BroadbandUSA programpromotes innovation and economicgrowth by supporting efforts toexpand broadband connectivity andmeaningful use for all Americans.BroadbandUSA works withstakeholders from local and stategovernment, federal agencies, non-profits and industry to: Program Progress In 2010, NTIA invested $4 billion in 233 BTOP projects.As of June 30, 2020, only two BTOP infrastructureprojects remained in active status: Los AngelesRegional Interoperable Communications SystemAuthority (LA-RICS) and the Executive Office of theState of Mississippi (Mississippi). All remaining projectscompleted their project activities. Construction– LA-RICS reported that it completedconstruction on sites 1-14 by June 30, 2020 and expects tocomplete construction on sites 15-20 by July 7, 2020, theend of its period of performance for constructing the 20 LTEsites. Educate: Arm stakeholders andbroadband leaders withsolution-neutral guidesandtoolsthat help them make theright decisions for theirbroadband initiatives. Monitoring and Grants Administration Deployables (Cells on Light Trucks) – LA-RICS reportedtaking delivery of the two Cells on Light Trucks (COLTs)that it procured under contract with AT&T. The COLTS aredesigned and equipped to operate on FirstNet’s NPSBN insupport of first responders in LA County. NTIA continues to protect taxpayer investments byproactively engaging with these grant recipients tomonitor project activities and grant compliance. Eachquarter, the active BTOP recipients also report theirfinancial and project performance. NTIA analyzes thesereports closely to monitor progress and compliance. AprilConvene:Lead regionalworkshops and events toadvance the conversationandshare lessons learnedregarding broadbandconnectivity and digitalinclusion. Mississippi Update Construction– The University of Mississippi MedicalCenter (UMMC) completed construction of the PublicSafety Communications Center in Jackson andsuccessfully transitioned its operations to the new facility inApril 2020.Equipment Installations and Testing– The State’sWireless Commission completed equipment installationsand final testing for its microwave upgrades initiative, whichtotaled 389 wireless miles. The UMMC team received,installed, and successfully tested all components of itMedical Tele-Assist System (MTAS).Closeout– The State completed all project activities by theend of the period of performance of its BTOP award onJune 30, 2020 and entered the closeout phase of its award. LA-RICS Update Network operations– AT&T, FirstNet’s partner, fullytransitioned 58 Long-Term Evolution (LTE) sites intothe Nationwide Public Safety Broadband Network(NPSBN). This transfer represents 77 percent of the75 LTE sites constructed during the first phase of theproject.
