Network Operations and Testing– To improvenetwork performance, LA-RICS performed detailednetwork drive testing to support overall networkoptimization, including the cell-on-wheels. These drivetests allowed the team to confirm potential problemareas and to determine current coverage areas. How can NTIA help now?NTIA’s BroadbandUSA programpromotes innovation and economicgrowth by supporting efforts toexpand broadband connectivity andmeaningful use for all Americans.BroadbandUSA works withstakeholders from local and stategovernment, federal agencies, non-profits and industry to: Program Progress Looking forward– NTIA approved LA-RICS requestto construct up to 26 additional fixed sites to supportFirstNet and its partner’s, AT&T, efforts in southernCalifornia. In 2010, NTIA invested $4 billion in 233 BTOP projects.As of June 30, 2018, only two BTOP infrastructureprojects remained in active status: Los AngelesRegional Interoperable Communications SystemAuthority (LA-RICS) and the Executive Office of theState of Mississippi (Mississippi). All remaining projectscompleted their project activities. Mississippi UpdateProcurement– The University of Mississippi released a revised Request for Proposal for itstelemedicine system. The University convened aproject team with end users and IT Projectspecialists to review the one qualified vendor’ssubmission. The University has scheduled a vendorpresentation for next quarter. Educate: Arm stakeholders andbroadband leaders withsolution-neutral guidesandtoolsthat help them make theright decisions for theirbroadband initiatives. Monitoring and Grants Administration NTIA continues to protect taxpayer investments byproactively engaging with these grant recipients tomonitor project activities and grant compliance. Eachquarter, the active BTOP recipients also report theirfinancial and project performance. NTIA analyzes thesereports closely to monitor progress and compliance.NTIA continues to work on the Commerce OIG’s reportrecommendations for LA-RICS and West Virginia. Planning– Mississippi submitted the final version ofthe Environmental Assessment report to the State'sHistoric Preservation Office, the MississippiDepartment of Archives and History (MDAH). MDAHreviewed and provided clearance in June 2018. Convene:Lead regionalworkshops and events toadvance the conversationandshare lessons learnedregarding broadbandconnectivity and digitalinclusion. LA-RICS Update Equipment Installations– Mississippi completedthe verification of wireless equipment deliveries tothe individual tower sites, along with the installationof cabling and antennas at all of the affected sites.Mississippi expects to complete all work associatedwith the expansion of the wireless network by theend of 2018. Equipment Installation– LA-RICS madeadditional progress towards completing theequipment installations at its primary networkoperations center, which is awaiting final powerupgrades and connectivity from servers to theindividual workstations. As of the end of thisquarter, LA-RICS installed a total of 1,819 vehicular Assist:Providetechnicalassistanceto communities andpartners seekingneutral adviceand support for their broadbandprojects.
