The National Telecommunications and InformationAdministration (NTIA) provides quarterly statutoryreports to Congress on the Broadband TechnologyOpportunities Program (BTOP). Network Operations– During the third quarter of 2018,LA-RICS began the effort to transition the existing Long-Term Evolution (LTE) system to FirstNet’s privatepartner, AT&T, for inclusion in the National PublicSafety Broadband Network (NPSBN). How can NTIA help now?NTIA’s BroadbandUSA programpromotes innovation and economicgrowth by supporting efforts toexpand broadband connectivity andmeaningful use for all Americans.BroadbandUSA works withstakeholders from local and stategovernment, federal agencies, non-profits and industry to: Planning– With NTIA’s approval of the second phaseobjectives, the LA-RICS project team initiated additionalplanning activities. LA-RICS plans to complete 26additional LTE sites to be integrated into the NPSBN. Italso started conversations with AT&T on the processesand procedures required to operate up to three mobilecell sites on the NPSBN. Program Progress In 2010, NTIA invested $4 billion in 233 BTOP projects.As of September 30, 2018, only two BTOPinfrastructure projects remained in active status: LosAngeles Regional Interoperable CommunicationsSystem Authority (LA-RICS) and the Executive Officeof the State of Mississippi (Mississippi). All remainingprojects completed their project activities. Mississippi Update Educate: Arm stakeholders andbroadband leaders withsolution-neutral guidesandtoolsthat help them make theright decisions for theirbroadband initiatives. Procurement– The University of Mississippi MedicalCenter (UMMC) published a Request for Proposals(RFP) for the construction of the Public SafetyCommunications Center in Jackson. The project teamalso issued a separate RFP for an ambulance simulatorand awarded the contract during the quarter. Theambulance will be equipped with telemedicineequipment, so UMMC can train paramedics using actualequipment in a simulated emergency environment.Additionally, the project team selected a vendor todevelop the telemedicine system based on theresponses to the RFP issued in the last quarter. Monitoring and Grants Administration NTIA continues to protect taxpayer investments byproactively engaging with these grant recipients tomonitor project activities and grant compliance. Eachquarter, the active BTOP recipients also report theirfinancial and project performance. NTIA analyzes thesereports closely to monitor progress and compliance.NTIA continues to work towards implementing theCommerce Department’s Office of Inspector Generalrecommendations for LA-RICS and West Virginia. Assist:Providetechnicalassistanceto communities andpartners seekingneutral adviceand support for their broadbandprojects. Equipment Installations– Mississippi’s vendorcompleted the installation of antennas, electronics, andcabling to upgrade its microwave network to supportpublic safety communications. Mississippi is planning tocomplete its final testing next quarter.
