WB’s Operational Effectiveness: 1.OverallViews of the WB: TheFY25CountryOpinionSurveyinSintMaartenwasconductedforthe first time,establishing a baseline for future surveys.RespondentsfromgovernmentinstitutionsreportedhighlevelsoffamiliaritywiththeWorldBank’s(WB)work(mean=7.8ona10-pointscale),whileotherstakeholdergroupsreportedlowerlevelsoffamiliarity,resultinginanoverallmeanof6.2. StakeholdersinSintMaartenreferencedtheirinvolvementinseveralWB-managed projects,including initiatives focused on enterprisesupport,emergencyrecovery,andhealthcare,amongothers.WhenaskedhowhelpfultheWBwasinachievingprojectgoals,87%ofrespondentsindicatedthattheBankwashelpful,including49%whoratedit as very helpful.More than one-third of stakeholdersperceivedpositivechangeintheWB’sworktoimprovetheoverallbusinessenvironmentandpeople’slivesinSintMaarten.Atthesametime,most respondents perceived no change or reported adeclineintheeaseofworkingwiththeWBinSintMaarten. RespondentsexpressedrelativelymoderatelevelsoftrustintheWB(mean=5.9)andperceptionsofitseffectiveness(mean=6.1)inhelpingSintMaartenachieveresults,bothofwhichwerelowerthantheaverageratingsinotherCaribbeancountries.Atthesametime,perceptionsoftheWB’srelevancetothecountry’sdevelopmentwereverypositive(mean=7.3),particularlyamongprivatesectorrespondents. Inqualitative comments,stakeholders emphasized the need forsimplerandmoretransparentprocesses,fewerbureaucratichurdles,andgreater reliance on local expertise to improve projectimplementationin Sint Maarten.They also highlighted challengesrelatedto cumbersome requirements,subjective decision-making,frequentchangesinprojectscope,andinsufficientcommunication,notingthatmoreculturallysensitiveengagement,timelysupport,andstrongeraccountabilitywouldhaveimprovedtrustandoutcomes.
