Thedelegationsadopted the provisional agenda for themeeting. Item 2:Fisheries management and conservation a)Update on fisheries management and control measures i.Ongoing consultations on MMO Stage 3 Marine Protected Areas (MPAs) The UK updated onthestage 3 MPAbylaws consultationandonpotentialcompensatoryMPAdesignations to account for the impact of offshore wind on benthic habitats in MPAs,highlighting therecent engagementwith the EU and Member States,undertheongoingconsultationand engagementprocesses. The EU welcomed thisengagement andreaffirmed stakeholders’ concerns onthecumulativeimpact ofUKfisheries managementmeasures. Thedelegationsare committedtocontinueworkingtogethertominimisedisruption tostakeholdersand take stakeholders views into account. The UK reiterated theimportance of MPAs tomeet environmental commitments, including internationalcommitments.Followinginterestfrom the UK, the EUalso offereda dedicated meetingwith Member States to discusstherecentJoint Recommendationson MPAsin EU waters. b)Mixed fisheriesscience and rebuilding (including Celtic Sea technicalmeasures and Celtic Sea haddock) Thedelegationsnoted theverychallenging Celtic Seacontext andreaffirmed therelevantWritten Recordcommitments(EU publication,UK publication)to support the recovery ofvulnerableCeltic Seastocks. Thedelegationswelcomedtherecent technical discussions,notingtheinformal technical groupthat willleadthework in this area andthe importanceofagreeing toTerms ofReferencefor this group.The EU noted theworkto support theconsideration of urgent remedial measures for these stocks. c)Irish Sea technical measures TheDelegationswelcomed therecent technical discussionson the Irish Seaandreaffirmed the need to continue to progress the work to reduce whiting bycatches. The UKupdated on the work beingundertakenby Northern Ireland. d)Pollack commercial and recreational Thedelegationsnotedthe need for cautionon pollack managementand thecontributionofrecreational catchestofishing mortality.The UKnotedthey arecurrentlyassessingtheeffectiveness of voluntary guidelines for recreational anglers,introduced in February2025.The EUsought UK engagementontheproposalthe EUtabledin July for recreationalmanagement measuresfor pollack. Bothdelegationsconfirmed their desire to worktogether on the management of the stock, and tocontinue discussionson the bestapproach forwardtoensure the sustainability of this fishery. e)Skates and rays Thedelegationsreaffirmed their commitment to advance on the sustainable managementof skates and rays and to explore alternatives to the current group Total Allowable Catches(TACs) structure, through a gradual approach that avoids unintended consequences. Thedelegationspresented the outcomes of the respective sentinel fisheries and relevantscientific work onskates and rays. The EU further updated on the workshop organised bythe Northwestern Waters Advisory Council (NWWAC) of 2September2025. f)Spurdogmanagement measures Thedelegationsnoted they looked forward to the ICES response to the joint request,which is expected to be published7October 2025. The joint request submitted inFebruary2025wasto considervariousmanagement scenarios forspurdog. Thedelegationsexpectthis toimprove understanding on the estimated impact ofmanagementmeasures,includingofchanges to the maximum landing size, and to serve as the basis for upcomingmanagement discussions. g)Guidelines for special stocks The Parties noted the importance of this matter, as the last outstandingTCAcommitmentand acknowledged its complexity and the need for careful consideration at legal andtechnicallevels.The EU welcomed the recent exchanges on its counterproposal,transmittedafter the last Working Group on 24 July, reiterating itsexpectations onadvancingswiftlyon thisimportanttopic. The UK welcomed the EU’s counter proposal andstated thattechnical discussionsshould take place to pursue this further. h)Multi-year strategy(MYSt)for Channel king scallops Thedelegationstook stock of theprogress made in 2025,towards the formulation ofaMYSt for Channel king scallops, noting that the firstjointreport of the EU-UK expertscience group on the commonunderstanding of the science is expected soon,andshouldunderpinthetechnicalmanagementdiscussions. Item 3:Fishing opportunities, including scientific coordination a)Sole in area 7hjk roadmap and plaice in area 7fg roadmap Thedelegationsupdated onthe workshop of 3rdof June and welcomedtheresultingreport, which is currently being finalised. Thedelegationsnoted theimportance ofaddressing the identified data gaps in order toimprovethe scientific basis for theassessments ofsole in area 7hjk andplaice in area
