背景

印度是全球增长最快的经济体，并致力于到 2047 年成为拥有 30 万亿美元经济的发达国家。随着经济增长，印度的能源需求和环境影响也将增加。2020 年，印度温室气体（GHG）排放总量（不包括土地利用、土地利用变化和林业 [LULUCF]）估计为 2959 MtCO2e，人均排放量为 2.20 tCO2e。尽管如此，印度的全球碳足迹仍然远低于全球平均水平。作为《巴黎协定》的签署国，印度于 2022 年修订了其国家自主贡献（NDC），承诺到 2030 年将 GDP 排放强度降低 45%（基于 2005 年水平），通过生活方式倡议（LiFE）促进可持续生活方式，并在 2070 年实现净零排放。这些承诺涵盖可再生能源、能源效率、气候适应型城市化和废物管理。

印度废物部门概述

印度废物部门面临着管理多种废物流（包括市政固体废物、废水、塑料废物、医疗废物、建筑和拆除废料、危险废物和电子废物）的复杂挑战。快速城市化、消费模式的变化和人口增长显著增加了废物产生量，给现有的废物管理系统带来了压力。未经处理的固体或液体废物会导致环境退化、水体污染和公共卫生风险。

现行废物管理实践

固体废物管理：2020 年，印度产生了 1.01 亿吨固体废物，其中 61% 最终进入垃圾填埋场，其余部分主要通过处理、加工和焚烧进行处理。废物处理方式包括堆肥（28.5%）、生物甲烷化（0.9%）、生物压缩天然气（0.02%）、材料回收设施（MRF）（0.5%）和焚烧（2.8%）。废物收集和运输主要依靠当地当局通过初级和次级收集方法进行。尽管 97% 的城市已实施上门收集系统，但源头分类的推广仍处于起步阶段。
废水管理：2020 年，印度产生了 221,173 百万升/天的废水。由于基础设施和运营差距，废水管理仍然是一个关键挑战，特别是在印度收集、处理和处置废水方面。大约 47% 的家庭使用化粪池，33% 有 centralized 污水系统。收集的污水中，55.1% 未经过处理，因为基础设施存在差距。

基线 GHG 排放

2020 年，印度废物部门的 GHG 排放量为 75.64 MtCO2e，占全国总排放量的 2.56%。废水处理和排放（包括市政和工业）占该部门排放量的 73.9%，而固体废物处置占 26.1%。甲烷（CH4）是固体废物处置以及市政和工业废水处理和排放的主要 GHG 排放物。

情景建模方法

该研究采用了 2006 年政府间气候变化专门委员会（IPCC）国家温室气体清单指南，并使用 Tier 1、Tier 2 和 Tier 3 方法，结合自上而下和自下而上的方法来估计排放。自上而下的方法依赖于宏观数据，如人口、人均废物产生量和经济参数，而自下而上的方法则使用包含处理和处置途径（如堆肥、厌氧消化、焚烧、固体废物填埋）和系统参数（如过程效率和回收活动）的详细数据集。

情景分析结果和见解

废物产生：预计到 2070 年，固体废物产生量将稳步增长，从 2030 年的 158.9 Mt 增长到 476.2 Mt。预计市政废水排放量将从 2030 年的 240,684 百万升/天增长到 2070 年的 265,791 百万升/天。工业废水产生量也将稳步增长，到 2070 年达到 68,685 百万升/天。
排放轨迹：在当前政策情景（CPS）下，废物部门排放量预计将稳步增长，到 2070 年达到 266.0 MtCO2e。相比之下，在净零情景（NZS）下，废物部门排放量预计到 2070 年将下降到 10.9 MtCO2e，与 CPS 预测相比减少了 95.9%。
关键杠杆：废物部门转型的主要杠杆包括废物减少和源头分类、加强一级和二级收集和运输、处理和资源回收、科学处置和生物修复、科学和经济的厕所的普及、安全收集和转运到处理设施、最大化处理和粪便污泥处理与甲烷回收、通过再利用和回收增强循环性、实施良好管理的需氧系统、增强工业废水甲烷回收、加强技术专长和能力建设、推进基于气候的参与式预算和可持续采购、促进私营部门参与、加强公众意识和参与、建立强大的监测和评估框架。

结论

继续沿着 CPS 路径，到 2070 年，印度废物部门的排放量预计将翻一番。相比之下，NZS 路径展示了通过循环性、先进处理技术、普遍甲烷回收和综合废物系统实现 95.9% 减少的潜力。通过将国家使命与低碳途径相结合、加强城市治理和促进可持续废物实践，废物部门将成为印度到 2070 年实现环境健康、资源效率和有韧性的净零未来的关键推动者。
