FIFA Quality Programme forOffside Technology Application Guide Version:February 2026 Introduction The following document is a guide for any company seeking to test and certify theirtechnologysolutionto the requirements of the FIFA Quality Programmefor Offside Technology. The programme is used as a means to test the various offside technologies which aidVideoAssistantReferees (VARs) in making accurate offside decisions. There are two main categories ofoffsidesystemsthat can be tested as part of the programme: 1.FIFA Quality certificationTargeting systems which use an operator who, with support fromthe VAR team, manually selects themomentthe ball is played,theleadinggoalscoring coordinate ofthe attacker and the coordinate ofthe second-last defender closest totheir own goal.Virtual Offside Lines being awardedtheFIFA Qualitycertification. 2.FIFA Quality Pro certificationTargetingsystemscapable of tracking multiple skeletal points on each player as well as the ball in order to automatically select the moment the ball is played and the coordinates of both the attacker The major benefits of thesesystemare that the time taken to reach adecision is reduced and that virtual-reality replays can be generated toassistin the visualisation of the Certification process foroffsidetechnology systems Any provider who wishes to test and certify their offside technology to the FIFA standard shall followthe below step-by-step process as a guideline to follow the applicationprocess. Please note that,depending on the type of offside technology to be tested, a different routemustbe followed.More Step 1 | Application & Requesting thetest The Offside Technology provider submits the company and product details that it wishes to test toFIFA throughquality@fifa.org. Once the application documents have been submitted, FIFA will initiate a company compliance check.Should no issues arise during this check, then the application can proceed. The company details usedduring the compliance check will be used for any futureLicence Agreements. Step 2|Offside Technologytestevent (all providers) Each system must be tested in accordance with theFIFA Quality ProgrammeOffside Technology TestManual.Providers havetheopportunityto test their systems attheannual FIFA-organisedoffsidetestevent taking place within a stadium environment. Testing will be carried out byan approved Information regarding their exact dates and location will be shared with technology providers aminimum of two months prior to the test. Step 3|EPTS Skeletaland BallTrackingtestevent (FIFA Quality Pro only) To test the accuracy of thetracking component ofthesystem,providersmust participate inthe EPTStesteventto validate theirskeletal and balltracking data. Testing will take place at an annual FIFA-organised test event taking place within a stadiumenvironment.Testing will be carried out byan independent approved testinstitute. Information regarding their exact dates and location will be shared with technology providers aminimum of two months prior to thetest. Step 4|Logic &MatchTest(FIFA Quality Proonly) Thethirdcomponent for approvalsystems pursuingFIFA Quality Procertificationis carried out in theform of aLogicandMatchTest.During this test the functionality and logic of the system is tested inmatch-like scenarios. FIFA will organise such a test on an annual basis either in connection with the Offside Technology testevent (Step 2) or the EPTStest event (Step 3) depending on the availability of access to the stadiums.In the event that a technology provider does not participate in the test organised by FIFA, technology Successful completion of the tests(Step 2, Step 3, Step 4) will result in a passed test report issued byFIFA. The report will contain elements from both theOffsideTechnology andEPTS test events. Step5|Product Liability Insurance (PLI) Prior to countersigning the agreement, proof of a Product Liability Insurance that is valid for the wholecertification is an essential part of the Licence Agreement. This is compulsory for alloffside technologyproviders. This insurance is primarily in the interest of the licensee to ensure protection in case of any If the national insurance market does not provide adequate insurance solutions, it is helpful andconstructive to use an insurance broker with access to the international insurance market. Theapplicant has to provide written confirmation from the insurance company that theproduct liability Step6|Contract & Certification Following completion of theprevious steps, FIFA will provide a four (4)year Standard LicenceAgreementto the technology p
