ThE FIFA QUALITyPrOgrAMME FOrFOOTbALLS 1.2ThE FIFA QUALITyPrOgrAMME FOrFOOTbALLS – LICENSINg 1.1gENErAL INFOrMATION In March 1995 the International Football AssociationBoard decided to adopt compulsory testing and markingfor footballs to be used in official matches. Officialmatches are all competitions (both indoor and outdoor)played under the authority of FIFA or the confederationsand recognised by FIFA. In response to the need for better-quality products intop-level matches and the constant developments insports equipment, stringent quality requirements forOutdoor, Futsal and Beach Soccer have been developed.To this effect, the two quality levels FIFA QUALITY PRO,the professional standard recommended for all top levelmatches and FIFA QUALITY, the general level for trainingand broader use can be displayed on a ball that wassuccessfully tested thus displaying to the public thatit meets the requirements. The third quality level, FIFABASIC may be used irrespective of any licensing schemesubject only to successful testing. This constitutes alicensing programme which, subject to an agreementbeing signed with FIFA, allows manufacturers to displaythe marks on the tested ball models. Law 2 of the Laws of the Game for Outdoor Football,Futsal and Beach Soccer require that footballs eligible forFIFA and confederation matches meet minimum qualitystandards. Such footballs have to be tested, certified andmarked with one of the FIFA marks. Law 2 of the FutsalLaws of the Game further states that no felt balls arepermitted for FIFA and confederation matches. The testing and certification for the FIFA QualityProgramme under which footballs that meet theminimum standards may bear the FIFA QUALITY PROFIFA QUALITY and FIFA BASIC marks is executed by oneof the FIFA Acredited Tested institutes mentioned on theFIFA website. Licensees benefit from the worldwide protection andenforcement of the FIFA quality marks as well as from amarketing service package which includes advertisingand PR campaigns, various promotional opportunitiesand protection of their licensing rights. This technical guide contains an overview of the qualityrequirements behind the three marks FIFA QUALITYPRO, FIFA QUALITY and FIFA BASIC. For any questions relating to the FIFA Quality Programmefor Footballs please contact quality@FIFA.org. 2.1 SAMPLES AND SAMPLE PrEPArATION Test conditions Specific test methods have been developed fortesting footballs on the minimum requirements for thecategories FIFA QUALITY PRO and FIFA QUALITY andFIFA BASIC of the FIFA Quality Programme. Below is anoverview of the required samples is given. The ambient conditions during testing shall be a roomtemperature of 20 ± 2°C and a humidity of 65 ± 5% Inflating (ball pressure) The footballs are inflated with compressed air to adefined pressure. The air pressure in the football ismeasured with a pressure gauge; a valve for the releaseof air is situated between the pressure gauge and theneedle. The needle is to be lubricated with glycerin. 2.1.1Football samples Identical samples (either in original white or in finaldesign and surface finish) of the model to be testedshall be sent to the test institute in a partially inflatedstate and not compressed. Depending on the test to beperformed, the following number is required: A pressure gauge 1.5 bar with an accuracy of ±0.01 baris to be used for inflating. The pressure gauge shall becalibrated each year by a certified lab. Licensees can provide the test institutes with a ballpressure they would like the ball
