CD GUIDANCE NOTE IMF staff regularly produces papers proposing new IMF policies, exploring options forreform, or reviewing existing IMF policies and operations. The following documents havebeen released and are included in this package: •TheStaff Report,preparedby IMF staff and completed onJanuary 15, 2026for theExecutive Board’sinformationonJanuary 16, 2026. TheIMF’stransparency policy allows for the deletion of market-sensitive information andpremature disclosure of the authorities’ policy intentions in published staff reports andother documents. CD GUIDANCENOTE EXECUTIVE SUMMARY Capacity Development (CD), comprising technical assistance(TA)andtraining, fostersmacroeconomic stability and growthby improving humancapital and institutions in member countries.The IMFregularlyreviews its CDStrategy to ensure that CD continues to be of high quality and wellfocused on theneeds of its members.The2024 CD Strategy Review(CDSR)calledfor CD tobecomeevenmore flexible, integrated withsurveillanceand lending, and tailoredto respond to member needs.Flexibility, integration,and tailoring ensure Fund CDremains fit for purpose in a rapidly evolving world. ThisCDGuidanceNoteprovides a one-stop source of information andreference materials on Fund CD-related policies, practices, and procedures.Inline with theManagementImplementationPlan(MIP)on theIndependentEvaluation Office’s (IEO)2022Evaluation of CD, this GuidanceNotesupersedesthe2019IMF Policies and Practiceson Capacity Developmentandserves tooperationalize the recommendations of the 2024 CDSR.Italsointegratesrelevantearlierguidanceto staffrelated to CD delivery andmanagement.
