OpenAI’s Economic Blueprint 23 October 2025 Foreword At OpenAI, our mission is to ensure that artificial intelligence benefits everyone. Weare building AI that helps people and governments solve hard problems—accelerating scientific discovery; improving healthcare, education, and public services;and boosting productivity across industries and communities. We believe that whenAI is used to help with the hardest challenges, it has the potential to make life betterfor the greatest number of people. South Korea exemplifies that potential. With its world-class technology ecosystem, strong industrial and digital infrastructure, and globally respected talent, Korea has allthe foundations to become one of the next great AI powerhouses. The Koreangovernment’s strong commitment to AI-driven growth, combined with its vibrantprivate sector, positions the country to lead not only in innovation but also in ensuringthat the benefits of AI are inclusive and sustainable. ThisEconomic Blueprint for Koreareflects that ambition. It outlines how Korea canpair its remarkable technological capabilities with global collaboration to drive a newera of AI-powered progress. Building on our recent partnerships with Samsung, SK,and the Ministry of Science and ICT (MSIT) under theStargateinitiative, and ourcollaboration with Seoul National University, we see Korea as a cornerstone inadvancing frontier AI infrastructure, research, and talent development in theAsia-Pacific region. Korea’s approach—balancing its own sovereign AI ecosystem with active frontierpartnerships—is both pragmatic and visionary. It recognizes that AI is atransformative general-purpose technology, much like electricity or the internet, thatwill redefine how people live and work. Developing the infrastructure, dataframeworks, and policy environment to scale AI responsibly will be critical tounlocking the next generation of productivity and innovation. We believe that the story of AI in Korea will also be a story of global collaboration. AsKorea invests in the foundations of AI—chips, compute, and talent—it willsimultaneously export its values of openness, creativity, and excellence. OpenAI ishonored to be a partner in this journey. Together, we can help ensure that AIbecomes a driver of shared prosperity and a trusted force for good—not just in Korea, but around the world.
