Political declaration of the fourth high-level meeting of the General Assembly on theprevention and control of noncommunicable diseases and the promotion of mental healthand well-being Equity and integration: transforming lives and livelihoods through leadership and actionon noncommunicable diseases and the promotion of mental health and well-being We, Heads of State and Government and representatives of States and Governments, assembledat the United Nations on 25 September 2025 to review progress achieved in the prevention andcontrol of noncommunicable diseases and the promotion of mental health and well-being,commit to accelerating the implementation ofa priority set of evidence-based, cost-effective andaffordable actions, and in this regard we: •Strongly reaffirm our commitment to reduce by one third premature mortality fromnoncommunicable diseases by 2030 through the prevention and control ofnoncommunicable diseases, and the promotion of mental health and well-being, byaccelerating the implementation of the political declarations and outcome documentapproved by the previous high-level meetings of the General Assembly on the preventionand control of noncommunicable diseases held in 2011, 2014, and 2018; •Reaffirm General Assembly resolution 70/1 of 25 September 2015, entitled“Transforming our world: the 2030 Agenda for Sustainable Development”, stressing theneed for a comprehensive and people-centred approach, with a view to leaving no onebehind, reaching the furthest behind first, and the importance of health across all thegoals and targets of the 2030 Agenda for Sustainable Development, which are integratedand indivisible; •Reaffirm General Assembly resolution 69/313 of 27 July 2015 on the Addis AbabaAction Agenda of the Third International Conference on Financing for Development,which reaffirmed strong political commitment to address the challenge of financing andcreating an enabling environment at all levels for sustainable development in the spirit ofglobal partnership and solidarity, as well as General Assembly resolution 79/323 of 25August 2025 on the Sevilla Commitment of the Fourth International Conference onFinancing for Development; •Reaffirm the right of every human being, without distinction of any kind, to theenjoyment of the highest attainable standard of physical and mental health and recognizethat health is a precondition for, and an outcome and indicator of, all three dimensions ofsustainable development; •Recall the political declarations of the high-level meetings of the General Assembly onUniversal Health Coverage held in 2019 and 2023, on Pandemic Preparedness,Prevention and Response in 2023, on Tuberculosis in 2023, and on Antimicrobial Resistance in 2024, as appropriate; •Further recall the preparatory meetings, including global and regional conferences andother technical meetings on noncommunicable diseases and mental health, convened inpreparation for the present and prior high-level meetings; •Take note with appreciation of the Secretary-General’s report entitled “Progress on theprevention and control of non-communicable diseases and the promotion of mental healthand well-being” and recognize that while some progress has been made, and somecountries are on track to meet individual targets,there are many areas where greateraction is needed, using a whole-of-government and whole-of-society approach; •Emphasize the burden of noncommunicable diseases, which together account for morethan 43 million deaths each year, 18 million of which occur prematurely (before the ageof 70 years) and include cardiovascular diseases - which account for the largest share ofthese deaths - cancers, diabetes, and chronic respiratory diseases, while recognizing theburden of conditions beyond these four main noncommunicable diseases; •Note with concernthat there are: (i) 1.3 billion adults living with hypertension and only 1in 5 have it under control; (ii) 800 million adults living with diabetes; (iii) 1 in 5 peopledeveloping cancer during their lifetime, with 20 million new cases annually, of which400 000 are children; (iv) 3.7 billion people suffering from oral diseases; (v) more than674 million people affected by chronic kidney disease; and (vi) over 300 million personsliving with rare diseases; •Emphasize that mental health conditions including anxiety, depression, andpsychosisaffect close to 1 billion people worldwide and cancommonly co-occur and interact withother neurological conditions, including Alzheimer’s disease and other forms ofdementia, stroke sequelae, Parkinson’s disease, epilepsy, and other noncommunicablediseases, as well as substance abuse, and that suicide is the third leading cause of deathamong those 15 – 29 years old; •Recognize that noncommunicable diseases and mental health and well-being are closelyintertwined with brain health and neurological conditions, that mental health conditionsand neurological conditions contribute to the global incidence and impact ofnonco
