July 2025 Foreword The British Council’s Next Generation research seriesprovides a platform for young people’s voices around theworld to be heard, offering insights into their aspirations,challenges, and role in shaping their societies. AsKazakhstan now moves beyond its first generation ofindependence, Next Generation Kazakhstan arrives ata pivotal moment, capturing the perspectives of thosewho have grown up in a sovereign nation. It presents adetailed picture of the concerns, values, and aspirationsof young people in Kazakhstan, a generation that is bothambitious yet pragmatic. We are proud to present Next Generation Kazakhstanand hope that it offers a valuable snapshot of a momentin time, a record of young people’s voices as they chartthe beginning of their adult lives. We also hope that itprovides helpful insights for policymakers, educators,and business leaders. By listening to and acting on theaspirations and concerns of young people, we can worktogether to build towards a future that reflects theirhopes and ambitions and empowers them to thriveboth at home and on the global stage. Working on this report has been a fascinating process.We would like to give special thanks to the teams atLSE Consulting and Central Asia Barometer for theirresearch and analysis, to His Majesty’s Ambassador toKazakhstan Kathy Leach and the British Embassy teamfor their invaluable advice and support, and to the NextGeneration Project Advisory Board for their expertiseand unique insights. Their voicesoffer not only a detailed snapshot of the present but alsoa vision of the future, a future that with the right supportand opportunities, they will undoubtedly shape forthe better. The findings of Next Generation Kazakhstan paint apicture of a generation that is deeply connected toits cultural heritage and impressively forward-lookingin its aspirations. Young people in Kazakhstan areoptimistic about their future, with a strong belief in thetransformative power of education and the opportunitiesit provides. They value community, family, and nationalidentity, while also demonstrating an openness to globalperspectives and a strong interest in engaging with thewider world. Despite this optimism, young Kazakhstanis also perceivechallenges. Concerns about employment, access toopportunities, and economic stability are at the forefrontof their minds. They recognise the importance of modernskills, entrepreneurship, and language proficiency inshaping their futures, while noting the challenge of someinequalities in areas such as education, employment,or civic participation. At the same time, they showimpressive resilience and determination to overcomethese challenges, seeking out innovative ways tonavigate a fast-evolving context.
