Circular no.1943 Zurich,10September2025 Publication of the FIFA Disability Football Toolkit Dear Sir or Madam, FIFA is pleased to announce the publication of aneweducational resource:the FIFA DisabilityFootball Toolkit. As part ofitscommitment to inclusion,FIFAis proud to present this newtool, whichisalignedwiththe organisation’smission as the global governing body of football to ensure the game isaccessible to all, including disabled people andpeoplewith limited mobility. The objectives of the FIFA Disability Football Toolkit are to: •provide an understanding of the basic principles ofdisabilityfootball and the variousdisciplines that can be implemented byMemberAssociationsand other stakeholders;•supportincreased participation indisabilityfootball globally;and•share knowledge, celebrate best practices and accelerate collective action indisabilityfootball initiatives. The toolkit also includes examples from several Member Associations and internationaldisability football organisations, showcasing their impactful work and innovative approaches inpromotingdisability football.These reference points aim to highlight successes,sharechallenges and inspire collaborative action across our global football family. Indeed, in many parts of the world, there is still a lack ofopportunity for disabled people to play and enjoy football, andthis is why FIFA is constantly working to ensure that all disabledpeople have the opportunity to play football, no matter wherethey come from or where they live.““ Gianni InfantinoFIFA President According to theWorld Health Organization, 1.3 billionpeople, or 16% of the world’s population, experiencesome form of disability – and this number is expectedto increase.In line with article 30 paragraph 5 oftheUN Convention on the Rights of Persons withDisabilities, all disabled people have a right toparticipate in recreation, leisure and sport on an equalbasis with others, whether this is in mainstream ordisability specific sporting activities. Why wasthis toolkitdeveloped? One of FIFA’s key missions as world football’s governingbody is to promote inclusion for all in the game,including disabled people and people with limitedmobility. Further, in Goal 6 of the Strategic Objectivesfor the Global Game: 2023-2027, which focuses onsocial responsibilities, FIFA commits to promoting thegrowth of Disability Football worldwide. FIFA’s Human Rights Policyand article 4 of theFIFAStatutesalso prohibit discrimination of any kindagainst a private person or group of people, includingon account of their disabilities. The power of football in global society is evident everyday. It is a game that brings people together, inspireswhole generations and promotes team spirit. FIFA isdedicated to harnessing this power in order to makea positive social impact.
