The dominant cities are not onlystrong centers of economic power and social andcultural influence; they are innovators and disruptorsof traditional models for doing things. These citieshave wealthier populations and attract the best talent,which in turn creates more wealth, making them moresustainable and resilient over the long term. They havecreated recognition for themselves, independent ofwhat their countries may command.Thesedominant cities have one core value incommon—they are more global and open to theoutside world than other cities or elsewhere in theircountries. In fact, the “globalness” of a city can bean indicator of its social wellbeing and economicwealth—and the long-term sustainability of both.Across the Gulf Cooperation Council (GCC), citieshave launched long-term plans to become successfulglobal cities in a variety of arenas, carving out uniquepaths to growth. From Dubai, the region’s financialand transportation hub, to Doha, a leader in businessactivityand cultural exchange,much has beenachieved—but much remains to be done, as the regionaims for some ambitious goals. The time for strategyand planning is over. Now is the time for action.Based on A.T.
