Historicallyhigh fiscal deficits and low levels of trust pressure governmentsto retreat from providing services or otherwise reducespending, but citizens expect governments to take on greaterresponsibilities, including expanding healthcare benefits, promoting industrial growth, and protecting the environment. These pressures are particularly pronounced in the Middle East, where government spendingrepresents between 22 and 56% of GDP1. Moreover, declining oil revenues have recently widenedthe gap between growing citizen expectations and the financial resources available tomeet them.Based on our analysis, governments have a sizable opportunity to boost productivity acrossgovernment organizations in the region through better tools and processes, a more highly skilledworkforce, and more efficient ways of working. We analyzed eight countries in the greater MiddleEast (Bahrain, Egypt, Kuwait, Oman, Pakistan, Qatar, Saudi Arabia, and the United Arab Emirates)and found that traditional productivity levers, such as upskilling and procurement centralization, could bring productivity gains of 7 to 13%. Additionally, cutting-edge solutions such as advancedanalytics and digitization could boost productivity by up to 33%. On top of that, large-scalestructural programs expected to reach maturity in the coming decade could see governmentproductivity gains reach 32 to 49%.21International Monetary Fund, “World Economic Outlook Database,” October 2021, imf.org.2Calculations based on the government productivity model built for the purpose of this report. We identified ten potential high-impact unlock levers that governments could introduce acrossthree areas: operations, assets, and people (Figure 1).Figure 1:Priority Interventions Can Be Clustered Into Ten High-Impact Unlock Programs.Task AutomationAutomated anddigitized back-officeprocesses, centralizedin shared services units, enabling fast decisionsand remote workA2Better-informedGovernmentPoliciesUse data-driveninsights to design andimprove policiesA3AI-based OperationsLeverage AI to improveday-to-day operations(e.g., tailor services, improve targeting ofinspections andmaintenance activities)A4ProcurementOptimizationStreamline andconsolidateprocurementA5Digital CitizenJourneysCustomer-centricjourneys and servicedesign available acrosschannels with a focuson enhanced supportA1Asset Utilization andCommercializationEnsure a lean real-estatefootprint to maximize yieldon assetsB6Capex ReviewEfficient deployment ofcapital by prioritizing andrationalizing capitalprojects and integrating ITsystemsB7Agile, Complexity-ready GovernmentAutonomous teams withall the functional skillsneeded to deliver onwell-defined goalsC8Future CapabilitiesAlign workforce skills withfuture needs, strengthenleadership capabilities, and deploy talenteffectivelyC9Performance Cultureand SystemsImprove performancemanagement andincentive and rewardsystems to supportcultural focus on deliveryexcellenceC10High-impactUnlockProgramsOperationsTechnology-enabledprocessesAssetsPeopleACBEfficient andproductiveassetutilizationA flexible, skilled andengagedworkforceFor each, we present success stories from countries that harnessed such levers to unlockproductivity gains. Our analysis has also revealed five crucial lessons that could help governments increase theirproductivity:1.Focus on sectors where most gains are concentrated, such as education and healthcare2.Reskill government employees to enable redeployment in areas less exposed to automation3.Utilize traditional productivity improvements, which can drive almost as many gains asautomation4.Eval
