We refer youto the administrative sanctionprocedure (ASP)underarticle17 of Annexe3 to theRSTP.Please note thatFIFAreservesthe right to adjust a club’s category to thenearest one availableif the assigned category for a given club is not in line with thecategoriesestablished by theclub’sMemberAssociation.2.Settingseason dates, competition andregistrationperiodsProfessionalcompetitionsEachMemberAssociationmustsetthe tworegistration periodsfor the next calendar year(i.e.1January2026to 31December2026), in accordance with article6 paragraphs1and2 oftheRSTP,in TMSby31July2025.Inthe event thataMemberAssociation’s current season finishes after that date,it must set thetwo registration periodsimmediatelyafterthe last day of the current season.MemberAssociations maysetdifferent registration periods for theircompetitions formaleandfemaleplayers(cf.FIFA circular no.1601 of 31October 2017).Pursuantto article6 paragraph2of theRSTP,in conjunctionwith Annexe3, thedata related todates ofcompetition periods, seasons and registration periodsmustbe communicated to FIFAvia TMSat least 12months before they come into force.Regarding the timing ofthe relevant dates,please notethe following:•Aseason must be a consecutive 12-month period during which a MemberAssociation’sofficial competitions occur.•Acompetition period starts with the first official match of the national leaguechampionship or nationalcupcompetition and ends with the last official match playedwithin those competitions.•Thefirst registration period maybegin as early as the first day after the day on whichthecompetition period of the previous season ended.Member Associations arereminded that this first registration periodmust lasta minimum ofeightweeks, but itcan be extended to up to12weeks. 3•Thesecond registration periodwillnormally occur in the middle of the season.MemberAssociations are reminded that this second registration period mustlasta minimum offourweeks, but it can be extended to up toeightweeks.•In any event, thecumulative total of both registration periods may not exceed16weeks.•When fixing registration periods,each Member Association must pay particularattention to their end date.If the enddateof a registration periodis a holiday ornon-business day inthecountryor territoryof theMemberAssociation’s domicile,itwillnot bepossibleto extenditto thenextbusiness day ifthiswould result intheMemberAssociation exceeding therelevantmaximum duration.•IfaMemberAssociationdoesnotset theregistration periodsfor competitions playedbyplayers ofa particular gender,theregistrationperiodsestablished for the othergender will not automaticallyapply;theMemberAssociation will not be able toregister playerswhereno registration period has been defined.IfaMemberAssociation does not set itsregistration periods in TMSby31July 2025, FIFAmay set the datesitself(cf. art.6 par.2 of theRSTP).Failure to set registration periodsmayalsoresult inan ASP.MemberAssociations are furthermore reminded that they may modify the dates of aregistration period that has already been entered in TMSupuntil itcommences.FIFA must benotified of any such modification. Once a registration period has commenced,its dates may notbemodified.Itis the sole responsibility of eachMemberAssociationtoensurethat accuratedatesareproperlyenteredinTMS.
