The Guide has three sections. Section I, the GuidanceNote, is designed as a primer to provide clear, concise, andpractical information on policy and process issues related torefugee inclusion in national education systems. Section II,the Intervention Repository, curates short notes that provideinformation relevant to the design and implementation ofinterventions that support refugee inclusion. And Section III, theEvidence Note, synthesizes empirical evidence on refugees andeducation to inform policy decisions and interventions.The INSPIRE Guide is updated periodically to refect evolvingapproaches to refugee inclusion and include new evidenceand resources that have become available. The Guide waslast updated on April 30, 2025.INSPIRE GUIDE TO REFUGEE INCLUSION IN NATIONAL EDUCATION SYSTEMS About INSPIRE and the INSPIRE Guide toRefugee Inclusion in National EducationSystemsThe Inclusion Support Program for Refugee Education (INSPIRE)is an initiative launched by the World Bank, with support fromthe United Kingdom and in partnership with United NationsHigh Commissioner for Refugees (UNHCR). Its primary goal is toprovide technical assistance and accelerate policy dialogue tohelp lower-income host countries transition towards fully includingrefugee children in their national education systems.By supporting host governments, INSPIRE aims to ensure thatrefugee children attend schools that are part of the host country’snational public system, funded through government channels, andattended by both refugee and host community children together.INSPIRE represents a consensus that refugee inclusion is the mostsustainable and durable solution for refugee education across keystakeholders including the Global Partnership for Education (GPE);the Foreign, Commonwealth and Development Ofce (FCDO);United Nations Educational, Scientifc and Cultural Organization(UNESCO), UNHCR; the United Nations Children’s Fund (UNICEF);and the World Bank. This approach promotes equitable access toquality education for all children, regardless of their refugee status. A Note on the Art in the INSPIRE GuideThe artworks featured in the INSPIRE Guide were curated by theWorld Bank Art Program.Children’s artworks come from theButterfy initiative, acollaboration between the World Bank, UNESCO, and thegovernment of Lebanon, designed to strengthen mutualunderstanding and foster dialogue between host communitiesand refugees. Under this initiative, Lebanese students and theirrefugee peers developed stories on the theme of coexistenceand depicted them on canvases. These works were launchedsimultaneously in Beirut and Washington in an exhibition in 2017.The INSPIRE Guide also features art from the World Bank’spermanent art collection. These works are by refugee or forciblydisplaced artists, or on themes of displacement.
