Since its earlydays, government emerged as a means to manageand enforce social contracts. These contracts, whichinclude agreements between individuals and groupson resource distribution and management, requireoversight and enforcement by some sort of authority,which in modern times we call government.This tradition emerged thousands of years ago,originating from the time of the Sumerians (c. 4500-1900 BCE) in Mesopotamia, and continuing throughAncient Egypt, Greece, and China. Governmentexpansion has been driven by the need to manage anever-growing range of resources and assets, includingland, food, soldiers, and animals. As these resourcesbecame more diverse, government has had to adaptand expand its responsibilities accordingly.Governments play a central role in contemporarysocieties, assuming a range of responsibilities thathave significantly evolved over the centuries througha complex interplay of historical events, culturaldynamics, economic conditions, and social contexts.In some countries, such as Belgium, Finland, Franceand Italy, government spending represents more than50% of Gross Domestic Product (GDP), while in lessaffluent countries, government spending is less than20% of GDP.1 88 Regardless of diversity when it comes to the extent of roles, governments universally fulfill fundamentalmandates that can be broadly categorized into four key responsibilities:I:Governments must firstly prioritize self-preservation by safeguarding nationalsovereignty, ensuring political stability,protecting territorial integrity, and maintainingpublic order. This involves activities such asnational defense, intelligence, surveillanceoperations, and law enforcement initiatives.II:A second critical mandate involves conflictsupervision and resolution. Governments act asoverarching arbiters, maintaining law and order,and providing frameworks for dispute resolutionthrough judicial systems and active lawenforcement efforts. This role is vital in fosteringa stable and just society.III:The third responsibility centers on the regulationof the economy. A government steers a country’seconomic course, aiming for stability, growth, andequitable resource distribution. This is achievedthrough the implementation of financial policies,industry regulation, and the establishment ofprofessional standards to guide economic activities.IV:Governments are also charged with the provisionof goods and services essential to the wellbeing ofthe populace. This includes the delivery of crucialpublic services such as healthcare and education, aswell as investments in infrastructure development,including roads and public buildings.
