Foreword Thisreportwasdeveloped in the framework of the project21EL28“Support to the Design of a NationalFramework for Quality Assurance of Non-Formal Education and the Assessment and Validation of PriorLearning in Greece”under contract REFORM/IM2021/009.This project wasfunded by the European Unionviathe Technical Support Instrument,and implemented by the OECD,in co-operation with theDirectorate-General for Structural Reform Support of the European Commission.Through this projecttheEuropean Commission supportedthe Greek National Organisation for the Certification of Qualificationsand Vocational Guidance (EOPPEP) in designing a quality assurance framework for non-formal learningand in initiating a reflection on introducing a system for the assessment and validation of prior learning tosupport low-skilled adults.ThetechnicalsupportwasdeliveredthroughananalysisofneedsandgapsoftheGreekqualityassuranceinitiativesandactionsfornon-formallearning,aswellasareviewofgoodpracticesinEUMemberStatesonqualityassuranceandonassessmentandvalidationofpriorlearning.Italsoprovidedrecommendationswithconcretestepsandprocessesondevelopingacomprehensivenationalframeworkforqualityassuranceofnon-formallearning,basedonextensiveconsultationwithrelevantactorsandstakeholdersandontheworkofanexpertgroup.Thesupportalsoincludedpolicyrecommendationsonthedesignofasystemfortheassessmentandvalidationofpriorlearningandaroadmapforitspotentiallaunching.Theexpectedlong-termeffectofthisprojectistoimprovethequalityofadultlearninganditslabourmarketrelevanceandtosupportlow-skilledadultsbyeasingtheiraccesstoeducationandtrainingandthelabourmarketthroughtheassessmentandvalidationofpriorlearning.Ultimately,theexpectedlong-termeffectisthequalityupgradingoftheCVETsysteminGreece.
