Foreword The OECD Recommendations on Public Integrity (2017) and on Open Government (2017) recognise thatpublic integrity and transparency are fundamental elements to good governance and the prevention ofcorruption. Furthermore, both Recommendations promote the mainstreaming of integrity and transparencypolicies in the entire public administration and clearly defined responsibilities for effective implementation.In a broad sense, a “system” is understood as the legislation and institutions established to define,support,monitor and implement public integrity and/or the principles of integrity and Open Government. Peru has demonstrated its commitment to institutionalising its integrity and transparency efforts, includingthrough the creation of the Secretariat of Public Integrity, the National Authority of Transparency andAccess to Public Information, and the National Authority of Personal Data Protection. Peru also hasdeveloped an Integrity Model and established Officials Responsible for Access to Public InformationandInstitutional Integrity Offices in all public entities. However, forcitizens, visible results in the fight againstcorruption have yet to be fully achieved. This report proposesa new National Integrity and Transparency Systemto build upon Peru’s effortsandconsolidate its advances. This system wouldstrengthenthe governing body, improve horizontal andvertical co-ordination in the mainstreaming of integrity and transparency measures, and address thelimitations observed in their implementation.In this way, it would provide a basis for neededchange andimprovementsinthese areas. The report was developed as part of the OECD’s work to help countries effectively implement itsRecommendation on Public Integrity and its Recommendation on Open Government.The specificrecommendationswill inform a national dialogue in Peru and inspire the creation of a system thatdemonstrates the country’s commitment to integrity and transparency and significantly consolidatesrelevantpublic policies. Thisdocument was reviewed by the WorkingPartyon Public Integrity and Anti-Corruption and by theWorkingParty on Open Government.It was approved by the Public Governance Committee on20December2024and prepared for publication by the Secretariat.
