The Plan set out a range ofopportunities that the next Government could seize by working with the tech sectorto help confront the challenges our country faces.1 Since then, and as the applications of technologies such as AI have become more widely recognised,the UK’s main political parties are increasingly looking to technological innovation and partners in thetech sector to drive economic growth, reform our public services and contribute to the UK’s mission toreach net zero. The UK technology sector ahead of the election: The UK has a strong and dynamic technology ecosystem, with a powerful mix of start-ups, scale-upsand large businesses, both domestic and international. Within this ecosystem techUK’s own membersemploy 1.1 million people, had a combined turnover of £329bn in 2023 with an estimated annualgrowth rate of 10%.2 Ahead of the election techUK and Public First surveyed 250 senior decision makers in technologycompanies. Our survey showed that the UK has built a competitive business environment that iscomparatively easy to operate in, supported by strong demand for tech products and services as wellas positive ecosystem effects. The barriers to technological development and deployment: However, businesses are actively raising the costs of doing business in the UK. High energy costs,the current level of business taxes, the impact of interest rates and regulatory burdens are cited aschallenges to growth. Additionally existing structural barriers that we identified in our Tech Plan, suchas access to procurement contracts and the lagging digitisation of the UK economy still remain.3 Despite these barriers there is an enormous growth opportunity in front of us. The tech leaderswe surveyed said their number one ambition over the next five years was to grow their business,while over three quarters said they had plans or were likely to consider expanding their businessinternationally. As the election approaches tech business leaders will want our politicians to set out how they willremove the barriers to their ambitions and take action to address the threats to their success. Seven tech priorities for the next Government: In this report we set out the findings of our polling and present seven priority actions, that could betaken early in the next Parliament to address the concerns raised by tech businesses. Helping them toinnovate and grow as well as creating opportunities for our public services to harness the ingenuity ofthe tech sector. In setting out our recommendations we have worked closely with our members to ensure they arepractical, that we identify what is already working and build on it, alongside setting out new ideas. Seven tech priorities for the next Government: Priority | An updated AI Strategy and incentives for vital capital investment Byupdating our AI Strategy for the mid 2020swith a focus on deployment and the uptake of AItechnology,classifying strategic digital infrastructure as nationally significantandextending theR&D tax credit to cover capital incentives.The Government can better signal and coordinate theUK’s AI ambitions, fast track the delivery of key infrastructure to keep us competitive while reducingbusiness taxes for those who invest in physical capital for R&D. Priority | Remove barriers to the digitisation of our public services Througha new Technology Procurement Delivery Bodythe Government can fulfil the aims of theProcurement Act and drive best practice across how Government buys new digital services.CitizensHealth Accountsanda new VPAS system for digital health techcan encourage interoperability ofthe NHS, give patients more choice and power over their healthcare as well as a platform and fundingmechanism for our health tech industry. Priority | Open the opportunities of the digital economy to everyone A digital skills toolkit, a comprehensiveplan for digital adoption by 2030anda network ofConnected Hubswill help bring the benefits of the tech sector to hard-to-reach communities andunderrepresented groups.
