Itrequires clearscience-led guidance in a holistic approach as well as a deep outreach into society. TheMultistakeholder Dialogue(MSD)held in North Sulawesiin February 2024managed to have both.Thedeepoutreach into society was achieved by gathering local representatives from the NorthSulawesi Government and its cities and regencies, development and planning offices, stakeholdersfromlocal universities,energy,finance,agriculture,food,and women’s organizations.Representatives fromthecentral government (Bappenas andMinistry of Energy and MineralResources) wereactivelyinvolved.The science-led guidance and holistic approach was providedby a host of international expertsinvited to share their knowledge with the local stakeholders. I have been particularly honoured to participate in, and preside over, thisMSDat one of its criticalmoments: the adoption of the ambitious 2030 targets. This type of forum and its ambition to setlong-term targets hasbeen an innovation for the North Sulawesi Province. They were also alearninggroundfor the way to discuss and elaborate future-oriented policies.Even though thethree adopted 2030 targets(energy intensity, carbon intensity and renewables share)as well as thevision for carbon neutrality and disaster resilience are at present simple suggestions stemmingfrom the stakeholders without legal force, we will spare no efforts to find waysforthe NorthSulawesi Provincial Governmenttogive them legal force.Thisstepisdecisive tostartmobilizinginvestment necessary forcarbon neutrality. For local and regional authorities, especially for peripheral ones like North Sulawesi, it is essentialto have top quality information on the evolving global context as well as on their own region. Noregion wants to be left behind.On this point, theMSDhasbeen able to benefit from theset ofreliablegloballong-termindicatorsmade availableby APEC Sustainable Energy Center (APSEC).This has shown that if the world is on track to triple the installed renewable capacity by 2030,North Sulawesi should make efforts not to fall behind.This is the true meaning of globalbenchmarking.Thedescribed6-dimensionalmonitoringsystem could further help guidingourprovince towards carbon neutrality.Concerninglocal data, theMSD has shown the lack ofgranular energy and emissions dataof the North Sulawesi Province.We willcarefullytakenoteofthesuggested ways to improve the data collection of North Sulawesi. We are looking forward to the next steps to be taken after the successful completion of this project.
