The focus of the Glossary is on specific terms used for results monitoring, management, data collection andanalysis, and evaluation. We do not define related or general concepts – such as development, human rights, orsynthesis – as these are defined elsewhere and used here in standard, widely accepted ways. Notes define and explain key concepts, and form part of the definitions. Cross-references point the reader torelated terms and synonyms. The terms are listed in the document in alphabetical order in English; a table ofcontents groups the terms by theme. This second edition of the Glossary reflects learnings and changes over the past 20 years. It incorporates newthinking from the OECD Development Assistance Committee’s (DAC) Results Community, which did not exist at thetime of the first edition in 2002. It updates definitions and introduces new terms now in common use. This editionalso reflects the extensive work undertaken in 2017-2019 by the DAC Network on Development Evaluation to refinethe definitions of the evaluation criteria: the adapted criteria definitions approved in 2019 are included. The DAC’s results and evaluation concepts and standards are now widely used beyond development co-operation– including in domestic contexts, as seen in the 2022 OECD Recommendation on Public Policy Evaluation. Severaldefinitions have been adjusted to reflect this broader use by a range of actors – including impacted communitiesusing monitoring and evaluation to hold decision makers accountable. The elaboration of the Glossary has been guided by the highest considerations of clarity and conciseness. It wasconducted in a spirit of compromise, with partners agreeing not to impose their preferred approaches or specificvocabulary on others. The original Glossary, published in 2002 was the fruit of almost two years of elaboration,based on an initial collection of terms used by development agencies.
