决策者摘要Summary for Policymakers 编写背景 Background This Summary for Policymakers (SPMs) is based on theChi-na Resilient Cities Report (2023). This report integrates the in-troduction to international and ICLEI experience of buildingresilient cities, analysis of practices conducted in Chinesecities, and exploration on how to build resilient cities in Chi-na with a focus on ‘climate resilience’. In partnership withUnited Nations Office for Disaster Risk Reduction (UNDRR)and other distinguished actors, during year 2019 to 2021,ICLEI East Asia Secretariat closely worked with four projectcities in China, to implement a series of training workshopspromoting the ‘Making Cities Resilient 2020’ Campaign(followed by the ‘Making Cities Resilient 2030’ initiativesince 2021). Training workshops root in the practical workin China around urban disaster risk reduction and emer-gency management, covering topics like climate change,climate mitigation and adaptation, climate investment andfinancing, and Nature-based Solutions. For which, we hopeto provide a systematic presentation of what resilient citiesare, and to showcase best practices across the world. Viaapplying the tool ‘Disaster Resilience Scorecard’, we collabo-rated with cities to understand and reflect on their existingresilient cities practices, to navigate next steps.
