Friends of the Earth (HK) Friends of the Earth (HK) was established in 1983 as a charitableorganization and is one of HongKong's most prominent green groups. It aims to protect the environment of Hong Kong andneighboring regions by promoting the government, businesses and the public to build sustainablepublic policies, business practices andcommunity lifestyles. Friends of the Earth (HK) is committedto improving the quality of life and environment in Hong Kong and the neighbouring regions. Executive Summary In recent years, extreme weather events such as heat waves, wildfires, droughtsand floods have become more frequent, and climate impacts have increased aroundthe world. At this critical moment, the first Global Stocktake of the Paris Agreementwill takeplace at COP28. Climate change is a crisis that affects all of humanity andmust be addressed through multi-stakeholder participation and synergistic action. Asnon-governmental organizations (NGOs) and members of the public, we are alsopassionate about climate change and are willing to take stock of what is happeningaround us from an unofficial perspective. Therefore, the Chinese Research Academyof Environmental Sciences (CRAES), the Instituteof Public and Environmental Affairs(IPE) and Friends of the Earth (HK) have set up a joint research team to study andpublish the reportChina's Pragmatic Actions to Address Global Climate Change. Preliminary results of the stocktaking show that the Paris Agreement has focusedglobal attention on theclimate crisis, with more than 150 countries making carbonneutral pledges; however, at the implementation level, while there has been someprogress, it is still far from sufficient to address the serious climate situation,1andglobal greenhouse gas emissions have increased rather than
