The Evercore ISI Homebuilders Survey index slightly declined from 37.0 to 36.9, reaching its lowest level since November 2023, reflecting a soft sales environment. Public builders' sentiment decreased, while private builders' sentiment improved. The survey highlights challenges such as mortgage rates, confidence, and affordability impacting sales.
Promotions have increased compared to three months ago but remain below last year's levels, while cancellations have also risen. Labor availability remains relatively easy to secure but has tightened slightly, with wage growth modest. The spread between sales by public and private builders narrowed from +11.7 points in early March 2026 to +4.6 points in September 2026, still favoring public builders.
Respondents indicate that mortgage rates would need to fall to 5.5% to stimulate a notable increase in demand, citing construction costs and higher rates as additional challenges. Mortgage availability is described as slightly more difficult than before but still "better than normal" for both FHA and non-FHA loans.
Compared to the NAHB Index, the Evercore ISI Homebuilders Survey shows a more optimistic outlook, while housing starts have declined year-over-year. The survey underscores persistent headwinds in the housing market but notes that labor conditions and wage growth remain manageable.
